What You Will Do

Individuals at this level have broad expertise or unique knowledge and use these skills to contribute to development of objectives and principles to achieve goals using critical thinking. Candidates for this position are viewed as advanced in the field, work on unusually significant/unique/complex issues, and provide solutions through data driven analytical techniques where appropriate.

The Quality Assurance Engineer 2 will report directly to the QPA-PE Team Leader and will be deployed to the Principal Associate Directorate for Capital Projects to support the Chemistry and Metallurgy Research Replacement (CMRR) project. On project, the selected candidate reports directly to the CMRR Quality Manager.

The selected candidate will:

  • Review and prepare procurement documentation germane to quality assurance and quality engineering requirements;

  • Participate in the development, implementation, and evaluation of processes, procedures, and applications contributing to the overall objective of sustaining an effective engineering, procurement, and construction Quality Management System;

  • Participate in nonconformance reporting and corrective action processes;

  • Perform QA reviews and approvals required by non-QA departments; including but not limited to procedures / work products (e.g. Material Requisition, Design Documentation, Technical Evaluations, Engineering Calculations and Drawings.)

  • Actively contribute to identification of performance problems associated with quality and continuous improvement.

  • Take day-to-day direction from an assigned, sub-project specific QA Lead.

What You Need

Minimum Job Requirements:

  • Basic knowledge and application of applicable nuclear codes and standards. For example: 10 CFR 830 Subpart A, DOE Order414.1D, national consensus standard ASME NQA-1—2008/ASME NQA-1a-2009 Addenda to ASME NQA-1 – 2008, and U.S. Nuclear Regulatory Commission Regulatory Guide Series or equivalent.

  • Basic knowledge of the application of engineering, procurement, and construction practices sufficient to comprehend specified QA requirements for these disciplines; including Commercial Grade Dedication (CGD) and application of the graded approach in an NQA-1 environment.

  • Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, specifications, and schematics.

  • Demonstrated ability to effectively communicate with all levels of personnel across multiple organizations to solve complex problems.

  • Ability to plan, prioritize, and schedule work to ensure completion in accordance with requirements, deadlines, and budget.

Desired Skills

  • Experience participating in and supporting quality assessments, surveillance, and/oraudits.

  • Experience researching, interpreting, and implementing federal regulations and national standards.

  • Experience in the identification and resolution of performance problems associated with quality and continuous improvement.

  • Knowledge and experience in one or more of the following areas and associated tools: performance improvement; commitment management; measures, assessments; lessons learned; risk characterization; trend analysis; process improvement; human performance improvement; and, causal analysis for abnormal events.

  • Experience as an M&O; contractor for the Department of Energy (DOE).

Education: Bachelors degree in engineering, quality assurance, industrial systems engineering or related field with a minimum of 3 years related experience in construction, nuclear operations or process laboratory, or an equivalent combination of education and experience.

Where You Will Work

The Quality and Performance Assurance Division (QPA) provides contractor assurance, institutional quality assurance (QA), performance management and independent assessment services to customers throughout the Laboratory.

The Project Execution (PE) group supports the Laboratory by helping organizations ensure quality work is executed consistently and effectively across the Capital Projects Directorate. PE assists with the execution of programs owned by the Institutional Quality Group which include but are not limited to: internal assessments, supplier evaluations, suspect/counterfeit items, procurement quality, quality program, and software quality functions. The PE mission is to integrate quality requirements into capital project execution processes, validate that projects meet regulatory and customer requirements.
