What You Will Do
Individuals at this level have broad expertise or unique knowledge and use these skills to contribute to development of objectives and principles to achieve goals in creative and effective ways. Candidates for this position a reviewed as advanced in the field, work on unusually significant/unique/complex issues, and provide solutions through data driven analytical techniques where appropriate.
The Quality Assurance Engineer 3 will report directly to the QPA-PE Team Leader and will be deployed to the Principal Associate Directorate for Capital Projects to support the Chemistry and Metallurgy Research Replacement (CMRR) project. On project, the selected candidate reports directly to the CMRR Quality Manager.
The selected candidate will:
Lead, coordinate, and conduct six sigma improvement initiatives germane to CMRR.
Review and prepare procurement documentation germane to quality assurance and quality engineering requirements;
Participate in the development, implementation, and evaluation of processes, procedures, and applications contributing to the overall objective of sustaining an effective engineering, procurement, and construction Quality Management System
Participate in nonconformance reporting and corrective action processes;
Lead, coordinate, and/or conduct audits and surveillance of quality-affecting engineering, procurement, construction, and ancillary project work.
What You Will Need
Minimum Job Requirements
Advanced experience with Six Sigma including identifying and implementing six sigma projects, experience with relevant software, and the ability to create project plans and guide team members.
Advanced knowledge and application of applicable nuclear codes and standards. For example: 10 CFR 830 Subpart A, DOE Order414.1D, national consensus standard ASME NQA-1—2008/ASME NQA-1a-2009 Addenda to ASME NQA-1 – 2008, and U.S. Nuclear Regulatory Commission Regulatory Guide Series or equivalent.
Advanced technical knowledge of the application of engineering, procurement, and construction practices sufficient to comprehend specified QA requirements for these disciplines; including Commercial Grade Dedication (CGD) and application of the graded approach in an NQA-1 environment.
Advanced experience participating in and supporting quality assessments, surveillances, audits and/or cause analysis.
Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, specifications, and schematics.
Demonstrated ability to effectively communicate with all levels of personnel across multiple organizations to solve complex problems.
Proven ability to plan, prioritize, and schedule work to ensure completion in accordance with requirements, deadlines, and budget.
Six sigma certification as a black belt or green belt from a recognized professional organization or previous employer is desired.
Currently or previously achieved lead auditor certification from a recognized professional organization and/or lead auditor qualification from a previous employer.
Advanced experience in the identification and resolution of performance problems associated with quality and continuous improvement.
Advanced experience and ability to ensure quality assurance requirements are met during the design, bid, build, and start-up of nuclear, non-nuclear, high-, moderate, and low-hazard facilities and process equipment; experience with glovebox and/or fume hoods is highly desired.
Knowledge and experience in one or more of the following areas and associated tools: performance improvement; commitment management; measures, assessments; lessons learned; risk characterization; trend analysis; process improvement; human performance improvement; and, causal analysis for abnormal events.
Experience as an M&O; contractor for the Department of Energy (DOE).
Education: Bachelors degree in engineering, quality assurance, industrial systems engineering or related field with a minimum of 8 years of relevant experience or an equivalent combination of education and experience. Additional consideration may be given to professional recognized training and certifications in related fields.

Where You Will Work
The Quality and Performance Assurance Division (QPA) provides contractor assurance, institutional quality assurance (QA), performance management and independent assessment services to customers throughout the Laboratory.
The Project Execution (PE) group supports the Laboratory by helping organizations ensure quality work is executed consistently and effectively across the Capital Projects Directorate. PE assists with the execution of programs owned by the Institutional Quality Group which include but are not limited to: internal assessments, supplier evaluations, suspect/counterfeit items, procurement quality, quality program, and software quality functions. The PE mission is to integrate quality requirements into capital project execution processes, validate that projects meet regulatory and customer requirements.
