Los Alamos National Laboratory Contractor Assurance Specialist 3 in Los Alamos, New Mexico

What You Will Do

The CAS Specialist 3 will report directly to the QPA-PA CAS Program Management Team Leader. The selected candidate’s primary responsibilities will be to provide expertise to assist management in issues management, causal analysis, training, risk, assessments, developing and implementing policies and procedures for a wide range of operational, technical, and process-related CAS issues.

Specific roles, responsibilities and expectations include, but are not limited to:

  • Gathering preliminary information to clearly define issue to be evaluated;

  • Development of corrective action plans to ensure effective closure of actions and ensure sustainability of the corrective actions.

  • Development of appropriate processes and procedures to ensure CAS processes are implemented throughout the institution.

  • Partner with assurance staff across the Laboratory to resolve complex CAS issues within the respective LANL organizations.

  • Supporting determination of appropriate analysis level of rigor;

  • Securing and evaluating evidence and corroborating information throughout analysis process;

  • Applying appropriate causal analysis tools and techniques to provide a systematic and disciplined approach for identifying causes and contributing factors;

  • Recommending to management the set of corrective actions that will address identified causes and contributing factors;

  • Obtaining formal concurrence from management for identified causes, contributing factors, recommended corrective actions (if included) and final reports;

  • Participating in the development and implementation of analysis techniques; and

  • Extensive knowledge in one or more of the following areas and associated tools: performance improvement; metrics, assessments; lessons learned; risk characterization; issues and corrective actions management; process improvement; effectiveness evaluations, or extend of conditions. Extensive knowledge and experience with quality and performance assurance concepts and principles (e.g., customer focus, management principles, continuous improvement methods, quality and performance assurance business processes, reengineering methods, etc.) and how these are applied.

  • Familiarity with Contractor Assurance contractual and technical documents (e.g., DOE Order 226.1B, Implementation of DOE Oversight Policy)

  • Extensive experience in the preparation and presentation of analytical documents and reports.

  • Experience in leading and engaging people; strong interpersonal, communications, and team building skills.

  • Extensive knowledge in one or more of the following areas and associated tools: performance improvement; metrics, assessments; lessons learned; risk characterization; issues and corrective actions management; process improvement; effectiveness evaluations, or extend of conditions.

  • Extensive knowledge and experience with quality and performance assurance concepts and principles (e.g., customer focus, management principles, continuous improvement methods, quality and performance assurance business processes, reengineering methods, etc.) and how these are applied.

  • Familiarity with Contractor Assurance contractual and technical documents (e.g., DOE Order 226.1B, Implementation of DOE Oversight Policy)

  • Extensive experience in the preparation and presentation of analytical documents and reports.

  • Experience in leading and engaging people; strong interpersonal, communications, and team building skills.

Desired Skills:

  • Experience in process improvement principles and practices.

  • Previous experience as a causal analyst or investigator in a nuclear facility environment.

  • Familiarity with Contractor Assurance contractual and technical documents (e.g., Implementation of DOE Oversight Policy, DOE Order 232.2 Occurrence Reporting and Processing System; DOE Order 414.1D Quality Assurance, DOE O 225.1B Accident Investigation)

  • Familiarity of the intent, purpose, and design of the quality and performance assurance system, including the current institutional needs and priorities for implementation of performance assurance tools and the integration of QPA into management systems.

  • Experience in leading growth and change, driving for results, and building productive and sustainable internal and external collaborations.

  • Ability to manage interpersonal conflict, negotiate agreements, delegate authority, and build consensus.

  • Experience in benchmarking practices within the assurance community to improve LANL assurance processes.

Education:Position typically requires a master's degree and prior experience in organizational-level performance-based management, contractor assurance, quality, and/or a technical discipline related area of assignment with 12 years’ experience or equivalent work experience or professional training required.

Additional Details:

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter.

Quality and Performance Assurance -Performance Assurance (QPA-PA) performs Issues and Corrective Action Management, Lessons Learned/Mirror Process, Assessments, Corporate Data Analysis and Trending, and Metrics. QPA-Performance Assurance mission statement is to provide LANL managers with the performance-based processes and tools to achieve excellence through continuous improvement by 1) support management of risk, 2) enable safe secure mission delivery, and 3) facilitate accessibility of data for oversight.

Maximum Salary: 141800

Minimum Salary: 86000
