Los Alamos National Laboratory Subcontract Technical Representative 2/3 in Los Alamos, New Mexico
What You Will Do
LOG-MSM is looking for a Subcontract Technical Representative (STR) to manage real property maintenance and repair subcontracts. This position will be responsible for supporting our customers with subcontract requirement development, work execution, coordination, and day-to-day technical / administrative guidance and associated closeout activities as assigned.
The STR shall work with various organizations and the Subcontractor to ensure compliance with laboratory and external regulatory requirements including Security, ES&H; (Environmental, Safety and Health) and training.
In addition, the successful candidate must be willing to learn all aspects of Subcontract Management including applicable Acquisition Services Maintenance and Laboratory policies and procedures.
This position will be filled at either the Subcontract Technical Representative level 2 or 3, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Subcontract Technical Representative 2 (STR 2) ($59,100 - $93,800):
The successful candidate will work with various organizations throughout the life of a subcontract including:
Develop, edit, review and maintain all contractual documentation including Statement of Work, ES&H;, Security and Quality Exhibits.
Perform DPR functions for all assigned subcontracts including PR submission and invoice approvals
Provide assistance to Acquisition Services throughout the subcontract process including pre-bid, proposal review and award phases.
Lead requesters through the proposal review process including Technical Evaluations
Assist Subcontractors and LANL Work Control in the development of field execution work packages
Work closely with Key stakeholders on work scheduling, execution oversight, on-site coordination and day-to-day technical / administrative guidance.
Perform subcontract closeout activities in accordance with the terms and conditions of subcontracts (complex subcontracts for STR-3level) and Department of Energy (DOE), Laboratory, and site-specific requirements.
Subcontract Technical Representative 3 (STR 3) ($71,000 - $115,700):In addition to the duties outlined above, the STR 3 will be required to:
Assignment of complex high risk/high visibility Subcontracts requiring specialized skills and/or knowledge in specific vocational disciplines.
Provides mentoring, training and technical guidance to lower level STR’s
Assist management team in the development, revision and roll-out of the organizations’ policies and procedures
What You Need
Minimum Job Requirements:
Demonstrated experience in managing or supporting real property maintenance Subcontract activities.
Proficiency in the formation and administration of subcontracts throughout the subcontract process including statement of work development, bidder pre-qualification, compilation of bid requests, bid evaluation, award, subcontractor performance monitoring, back charge procedures, resolution of claims and disputes, financial accruals and other such related steps.
Proven work experience and knowledge of engineering/real property maintenance practices, applicable government and industry regulations, standards and practices,
Knowledgeable in the operation and repair of facility support systems including HVAC, electrical, and mechanical systems.
Familiar with mechanical, electrical, and plumbing documents, blueprints, drawings, and schematics.
Detail oriented individual with strong technical writing, written communication and verbal/presentation skills.
Expertise in computer based programs including Microsoft Office WORD, EXCEL and POWER POINT.
Demonstrated experience interacting effectively with customers, co-workers, and managers in a collaborative manner to achieve organizational objectives.
Display a high level of initiative, effort and commitment towards completing assignments in a timely manner.
Demonstrated record of commitment to a working environment of quality and excellence to safety and security.
Additional Job Requirements for Subcontract Technical Representative 3 (STR 3):In addition to the Job Requirements outlined above, qualification at the STR 3 level requires:
Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining actions to be performed on problems affecting facility maintenance and site service type subcontracts.
Direct experience in the operation and repair of facility support systems including HVAC, electrical, and mechanical systems.
Proven experience understanding and interpreting mechanical, electrical, and plumbing documents, blueprints, drawings, and schematics.
Through Knowledge of the Laboratory’s organizational structure, policies, procedures and work practices.
Knowledge and experience managing Electrical subcontracts and related requirements including NFPA70E, NEC
Demonstrated experience with managing utility type service(s) including natural gas, water, compressed gas and steam systems
Subcontract Technical Representative 2 Education Required: Position typically requires a recognized degree in engineering, construction or contracts law discipline or specialized courses in contract management and a minimum of five years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be desirable
Subcontract Technical Representative 3 Education Required: Position typically requires a recognized degree in engineering, construction or contracts law discipline or specialized courses in contract management and a minimum of eight years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be desirable
