What You Will Do_
This posting is for the Group Leader in the Assurance Operations Group (ASM-AO) of the Acquisition Services Management (ASM) Division. As a member of the ASM Division Leadership team, the ASM-AO Group Leader directs in-depth ASM management assessments and audits of activities and functions; prepares annual salary plan with respect to approved guidelines; monitors preparation of ASM estimates, budgets, and schedules to ensure that these are developed realistically and that they meet organization/project objectives; provides approval for delegation of procurement authority; provides counsel, advice, and assistance to management on matters dealing with government legislation, DOE contract compliance, and/or Laboratory policies or procedures; ensures proper communication to employees and other organizations on the implementation of ASM policies, procedures, and practices; defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
The selected Group Leader will be responsible to:
Develop strategy for assessments and audits of activities and functions to enhance compliance of policies and procedures
Work closely with Acquisition Services Management leadership to ensure the surveillance vision and strategy effectively integrates with ASM Division and other ASM groups in the compliance of policies and procedures
Lead the Assurance Operations group in organizational management, capability and staff development, succession planning, personnel and salary management, and ensuring a safe and secure workplace.
Oversee contracting activities to ensure compliance with government regulations, DOE contract compliance and Laboratory policies and/or procedures
Participate in department, divisional, directorate and Laboratory initiatives as required to improve overall efficiency and effectiveness.
Foster effective working relationships with Ethics and Audits Division, Quality & Performance Assurance, and the Los Alamos Field Office to ensure compliance across all ASM Division’s disciplines.
Ensure strict adherence to government regulations, DOE contract compliance and Laboratory policies and procedures.
What You Need
Minimum Job Requirements:
Demonstrated experience in supply chain management
Demonstrated experience in and understanding of supply chain operations
Skilled in managing personnel including interviewing, hiring, training, development, performance evaluation, career counseling, salary administration, and knowledge of personnel procedures and policy
Knowledge of planning, scheduling, cost control, and quality control functions
Specialized training courses in business law, finance, accounting, and related business subjects
Knowledge of federal acquisition regulations, and applicable agency supplements
Understanding of governmental contracts and the flow-down of applicable clauses and requirements
Understanding of cost accounting standards, and determination process for applicability to the work
DOE M&O; procurement experience
Expert knowledge of FAR regulations
Knowledge of quality systems requirements in a DOE/NNSA environment
Working knowledge of LANL administrative policies and procedures
Active Q clearance
Education: Position typically requires a bachelor’s degree and a minimum five years of related management experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.
