What You Will Do
The selected candidate will perform as the Chief of Staff (COS) for the Program Performance Services Division (PPS-DO). Reporting to the Division Leader, the COS will function as a key member of the management team to enable business and operations excellence in support of the Performance Services mission. Responsibilities include, but are not limited to, the following:
Directly responsible for the day-to-day oversight and coordination of the division’s business, operational, and administrative management activities, including but not limited to, long- and short-range strategic planning, research, analysis, tracking, coordination, communication, and implementation of a wide variety of business and operations functions.
Support the Division Leader in the creation and implementation of strategic business plans, research, develop, and recommend priorities and best-practice techniques and methodologies to facilitate business and operations functions that support the mission of the division and are compliant with Laboratory policies;
Serve as advisor to division management, group management and employees on operational and administrative issues where consistency across the division is necessary for effectiveness, efficiency, institutional compliance and cost-savings;
Responsible for working closely with division management and financial professionals on budget planning and tracking, oversight of procurement issues (including task order contracts and affiliates).
Review monthly Business Stewardship reports, work with FA representatives to identify and correct issues, and keep the Division Leader informed of issues and/or trends.
Support workforce-related projects, staffing plan activities, performance management processes, to keep the Division Leader informed of issues and/or trends.
What You Need
Minimum Job Requirements:
Advanced experience and knowledge of Laboratory business operations relating to safety, security, budget and resource planning, human resources, training, procurement, and space planning.
Advanced experience taking initiative and working to resolve complex issues in a manner that fosters institutional values, staff productivity, and customer satisfaction; commitment to excellence in operations, staff relations, and customer relationship management.
Advanced knowledge of the Laboratory's organizational structure, and governing and implementing policies, procedures, and instructions.
Demonstrated experience overseeing budgets and financial controls to include responsibility for business stewardship.
Ability to function as a member of the management team, while working effectively with all levels of internal and external personnel.
Demonstrated experience in developing, implementing, and managing innovation and process improvements in administrative or operational functional areas.
Evidence of good interpersonal skills, and a track record of building collaborations and facilitating teamwork across organizational lines.
Experience organizing complex, multi-tasked projects through prioritization and teaming with others.
Demonstrated experience in mentoring and supervising administrative support staff and/or students.
Excellent organizational skills to independently establish priorities and track deliverables while working effectively under pressure, with frequent interruptions.
Advanced proficiency in multiple laboratory-wide business systems (e.g. Oracle, Time and Labor, Concur, and iProcurement, MOV Database, OBI Reports, Performance Management) and computer software applications (e.g. Microsoft Office Suite).
Advanced knowledge of Laboratory requirements for document and records management.
Demonstrated experience with LANL procurement, budget and/or human resources systems, to include experience with subcontractor hiring thru task order and/or staff augmentation processes.
Knowledge of Program Performance Services Division mission.
- Position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience.
