What You Will Do
The selected candidate will perform as the Chief of Staff (COS) for the TA-55 Facility Operations Directorate (FOD). Reporting to the FOD, the COS will function as a key member of the management team to enable business and operations excellence in support of the TA-55 mission. Responsibilities include, but are not limited to, the following:
Directly responsible for the day-to-day oversight and coordination of the division’s business, operational, and administrative management activities, including but not limited to, long- and short-range strategic planning, research, analysis, tracking, coordination, communication, and implementation of a wide variety of business and operations functions.
Support the Division Leader in the creation and implementation of strategic business plans, research, develop, and recommend priorities and best-practice techniques and methodologies to facilitate business and operations functions that support the mission of the division and are compliant with Laboratory policies;
Serve as executive advisor to division management and employees on operational and administrative issues where consistency across the division is necessary for effectiveness, efficiency, institutional compliance and cost-savings;
Responsible for working closely with division management and financial professionals on budget planning and tracking, oversight of procurement issues (including task order contracts and affiliates).
Review monthly Business Stewardship reports, work with CFO Representatives to identify and correct issues, and keep Division Leader informed of issues and/or trends.
Human resource responsibilities include developing strategic staffing plans and other workforce-related projects, developing job ads and tracking hiring activities, providing guidance to division management on employee relations and morale issues, coordination and tracking of Performance and Salary Management processes, review of hiring activities to allow Division Leader to make informed decisions.
What You Need
Minimum Job Requirements:
Advanced experience and knowledge of Laboratory business operations relating to safety, security, budget and resource planning, human resources, training, procurement, and space planning.
Advanced Experience taking initiative and working to resolve complex issues in a manner that fosters institutional values, staff productivity, and customer satisfaction; commitment to excellence in operations, staff relations, and customer relationship management.
Advanced knowledge of Laboratory policies and procedures; ability to build on existing policies to propose improvements in ways of doing business.
Demonstrated experience overseeing budgets and financial controls to include responsibility for business stewardship.
Ability to function as a member of an executive management team, to work effectively with all levels of internal and external personnel, and to gain consensus, build teams, and resolve conflicts.
Advanced experience organizing complex, multi-tasked projects through prioritization and teaming with others.
Demonstrated experience in strategic planning and implementation.
Excellent oral and written communication skills.
Experience with all LANL Business systems and task order contracts.
Knowledge of Facility Operations Director Model.
Education Required: Position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience.
