What You Will Do

Construction Engineer 3: ($80,100-$131,000)

The Construction Engineer 3 duties are as follows:

  • This position reports to the CMRR Quality Control Manager.

  • Perform as a Quality Control Engineer in a broad range of construction work at the Los Alamos National Laboratory (LANL) involving both self-performed work and subcontractor performed work.

  • Plan, perform, and document construction quality inspections in support of Field Engineering, Field Engineering supervision, Superintendents and Subcontract Technical Representatives (STR). Verify materials, equipment, workmanship, and assure construction activities meet design requirements.

  • This position will interface daily with Design Engineers, Project Managers, Subcontractors, STRs, Superintendents and other Project team members.

  • Coordinate with client representatives in relation to but not limited to quality, engineering, costs, schedules, and progress reports.

  • Assist in the development, administration and implementation of the project’s multi-discipline quality control program and procedures.

  • Coordinate, plan, and document QC inspection activities to ensure that construction operations are in compliance with the contract, governing industry and government quality standards, project specifications and the established quality control criteria.

  • Participate as needed in major contract discussions and negotiations relating to quality control activities.

  • Provide guidance and assistance to various levels of the project organization on construction quality control program requirements.

  • Review subcontractor documents for compliance to project quality control requirements.

  • Plan and perform surveillance activities over subcontractors to ensure conformity to contract and project specifications and standards.

  • Administer the project non-conforming and deficient items program.

  • Collect and maintain project quality indicator metrics and issue to specified project management staff.

  • Resolve construction issues with Design Engineers, Project Managers, Subcontractors, STRs, Superintendents and other Project team members.

Construction Engineer 4: ($87,800-$144,800)

TheConstruction Engineer 4 duties are as follows:

  • Perform as a senior QC Engineer in a broad range of construction multi-discipline work at the Los Alamos National Laboratory (LANL) involving both self-performed work and oversight of specified subcontractor performed work.

  • Coordinate the activities of quality control engineers and interfaces with other construction departments to ensure that construction operations are in compliance with the contract, governing industry and government quality standards, project specifications and the established quality control criteria.

  • Participate in major contract discussions and negotiations relating to quality control activities.

  • Review subcontractor documents for compliance to project quality control requirements.

  • Administer surveillance inspection program over subcontractors to ensure conformity to project specifications and standards.

  • As a Level III Inspector, responsible for developing, administering and implementing quality control certification and training program.

  • Mentor and guide staff QC personnel in performingquality control duties.

  • Performs inspections and documents acceptance of construction activities and installations.

  • Assist in developing and maintaining project quality indicator metrics and issuing to specified project management staff.

What You Need

Minimum Job Requirements:

  • Must be capable of acquiring and maintaining a Q clearance.

  • Must be able to be certified to the Human Reliability Program (HRP).

  • Bachelor’s degree in an engineering or scientific discipline or specialized courses in electrical and/or mechanical engineering disciplines, and/or extensive actual work experience and certifications leading to the thorough understanding of the knowledge described above and a minimum of eight years related experience, or an equivalent combination of education and experience.

  • Knowledge and experience in promoting a strong Nuclear Safety and Quality Culture in a dynamic construction organization.

  • In-depth experience with the construction of industrial mechanical systems.

  • In-depth experience with request for proposals, project scope, estimates, schedules, and permits.

  • Experience providing oversight of both self-performed and subcontract work activities.

  • Extensive experience with construction scheduling, code and specification requirements, material take-offs, document control and quality records requirements.

  • Experience and skill in identifying problem areas, investigating alternative solutions, and determining appropriate path forward.

  • Excellent oral and written communication skills with experience preparing clear and concise inspection and oversight reports.

  • Knowledge of “Zero Accident” safety culture.

  • Advanced knowledge of industry quality standards including NQA-1.

  • Advanced knowledge in construction engineering activities with an emphasis in industrial mechanical, equipment and piping systems.

  • In-depth knowledge of Subcontract Technical Representative (STR) responsibilities.

  • Previous experience in inspection of fabricated assemblies using CMM (Coordinate Measuring Machine) such as Faro-Arm type equipment to determine critical dimensional configuration acceptance.

Additional Job Requirements for the Construction Engineer 4:

  • Bachelor’s degree in an engineering or scientific discipline or specialized courses in related engineering disciplines, and/or extensive actual work experience and certifications leading to the thorough understanding of the knowledge described above and a minimum of twelve years related experience, or an equivalent combination of education and experience.

  • Expert knowledge in construction engineering activities with an emphasis in industrial mechanical/piping and welding systems/processes.

  • Expert demonstrated knowledge and experience in the project scope, estimates, and schedules.

  • Expert experience developing and working with request for proposals, project scope, estimates, schedules, and permits.

  • Experience providing Quality Control oversight of both self-performed and subcontract work activities.

  • Expert experience and skill in identifying problem areas, investigating alternative solutions, and determining appropriate path forward.

  • Expert experience with construction scheduling, code and specification requirements, material take-offs, document control and records requirements.

  • Expert knowledge of critical phases of construction quality control engineering related to multi-discipline construction activities.

  • Expert knowledge of construction activities related to civil/structural, mechanical, welding, piping, instrumentation, material requisitioning & receiving, system turnover packages and review of same, and quality record documentation.

  • Extensive knowledge of Subcontract Technical Representative (STR) responsibilities.

  • Demonstrated leadership in a team-based environment.

Desired Skills:

  • Current or previous discipline certification of Level II or Level III quality control certification in either material receipt inspections, piping/mechanical, HVAC, or electrical disciplines.

  • Have a strong familiarity with Standard Work Process Procedures.

  • Strong previous experience in performing constructability and engineering reviews, including applicable code compliance.

  • Previous experience working within Nuclear DOE or DOD facilities.

  • Previous experience in fabricated Glove Box installations, including receipt inspection, assembly and installation, and pressure testing.

  • Current or previous experience in a position or responsibility of Senior Field Quality Control Engineer, Quality Assurance or supervision.

  • Strong experience in administering project Nonconformance Reports including validation, disposition approval and closure.

  • Strong experience in identifying, developing and reporting construction performance indicating metrics

  • Strong experience in implementing project issues management program (corrective action reports) and resolution of same

  • Strong experience with developing and maintaining quality control programs and procedures.

  • Current or previous certification of Level II or Level III quality control, multiple disciplines including material receipt.

  • Have a strong familiarity with Standard Work Process Procedures.

  • Strong experience in performing surveillances of self-performed and subcontractor work activities

  • Previous experience working within Nuclear DOE and DOD facilities
