Los Alamos National Laboratory Document Control Deputy Group Leader (Information Resources Manager 3) in Los Alamos, New Mexico

What You Will Do_

The Document Control Deputy Group Leader will work with the Group Leader and Team Leaders to further the development and implementation of an effective, efficient, and compliant institutional Document Control and Records Management (DCRM) program. As a key member of the division leadership team, the successful candidate will co-lead the Document Control Group. Specific areas of focus will include:

Leadership

  • Supporting operational aspects of the group, ensuring goals for programmatic, business and operational excellence are met and the group executes work in a safe, secure, and compliant manner.

  • Ensuring direct, daily oversight of work scope, workers and the work environment. Recognition as the safety responsible line manager over people, equipment, and processes.

  • Interacting effectively with all levels of external and internal customers; building trust, gaining consensus and resolving conflicts.

  • Supporting organizational management, including budgeting, forecasting and financial management, capabilities and talent development, student pipeline, succession planning, personnel and salary management, and contractor assurance.

  • Providing counsel, advice, and assistance to management on matters dealing with regulatory drivers, contractual requirements and Laboratory policy relating to DCRM services, budgets, and employee issues.

Technical Competence

  • Ensuring group compliance and implementing the requirements of P1020-1 and P1020-2.

  • Ensuring group compliance for Nuclear Quality Assurance (NQA-1) and Weapons Quality (WQ).

  • Supporting and implementing continuous improvement initiatives.

  • Providing guidance for the implementation and support of DCRM processes and functions.

Institutional Acumen

  • Understanding customer needs in order to best serve and support Laboratory mission and operations.

  • Fostering effective working relationships with Laboratory leaders, peers, and customers to ensure effective implementation of initiatives.

What You Need

Minimum Job Requirements:

  • Comprehensive knowledge of and experience in implementing policies and procedures pertaining to DCRM, including contractual requirements, consensus standards and related information management systems.

  • Proficiency in the requirements and capabilities of the Electronic Document Management System (EDMS).

  • Experience in leading a team, including capability and staff development, succession planning, personnel management, and performance management.

  • Demonstrated experience with collaboration across organizational boundaries and the ability to manage customer relationships in a positive manner.

  • Demonstrated experience supporting diverse customers, including Engineering, Procurement and Construction (EPC) projects, scientific research and operations, environment, safety, and facility operations.

  • Demonstrated experience managing deployed personnel.

  • Excellent interpersonal and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external constituents.

  • Demonstrated effective communication skills, as evidenced by development and/or delivery of briefings and presentations, reports, procedures, or other documentation as well as interactions with peers and staff.

  • Experience in performance assurance, including self-assessment, metrics development, participation in audits, assessments and corrective action development and closure.

Desired Skills:

  • Advanced knowledge of LANL operations as well as administrative policies and procedures.

  • Demonstrated experience integrating elements of Conduct of Engineering, Conduct of Operation and Conduct of Training with DCRM programs.

  • Experience with defining work unit objectives and tasks in alignment with organizational objectives, and tracking and reporting on progress.

  • Experience executing work in compliance with facility requirements.

  • Experience with nuclear high hazard facility operating requirements, safety authorization basis and/or Conduct of Operations planning and execution.

  • DOE Q clearance

Education:

  • BA/BS in an Information Resource Management related subject area or commensurate education and experience. MA/MS may be desired for certain positions.

  • Minimum of 6 years of related experience.

  • Certification may be desired for certain positions.
