What You Will Do
The Senior Financial Business Analyst is responsible for providing services in the areas of finance/budget, business analysis, and general business operations to the organization assigned. The Senior Financial Business Analyst will advise management and personnel on pertinent policies, procedures and regulations and provide guidance in fulfilling responsibilities for budget formulation and execution, financial planning, and analysis. Facilitate the understanding of financial management issues; facilitate communication with Management teams, various Directorates, CFO Division, and other Laboratory and sponsor organizations; and performs work under minimal direction from the Division Financial Leads and Business Managers.
Participate as a member of the division or program’s management team to establish financial performance metrics for use in management decision-making processes. Prepare presentations as requested to aid in communications with various customers and sponsors. Provide responsive leadership for all functional areas of responsibility to ensure high level of customer service and support. Promote strong working relationships within the Laboratory and with external stakeholders. Work as an advocate for Programs/Divisions in all business areas. Promote the team concept by building a strong, capable, integrated business team. Perform work under direction from the Finance Manager.
In addition, this position with work with peers from other NNSA participating sites to collect total NNSA cost for the program and reconcile to the COBRA cost processor. They will take a leadership role in creating financial processes for the program that meet the Federal PMs requirements.
What You Need
Minimum Job Requirements
Advanced experience managing both direct budgets for project leaders, group and division management.
Advanced knowledge of, and experience in, strategy formulation, planning methodologies and complex program/portfolio management.
Advanced knowledge and understanding of large, complex budgets and funding practices, including complex proposal preparation, work for others, work authorizations, accounting handbook, cost allowability and cost accounting standards.
Excellent organizational skills to independently establish priorities as-well-as managing projects, and executing complex business and financial assignments.
Experience as a member of an organizational management team strategically and tactically making decisions impacting multiple and complex organizations.
Excellent interpersonal, verbal and written communication and the ability to interact with a variety of constituents.
Demonstrated proficient use of software applications, such as MS Word, MS Excel, MS PowerPoint, MS Access, etc.
Understanding of the NNSA complex and the federal PPBE process.
Understanding of DOE 413.b policy and NNSA MIE policy and processes.
Experience at a National Laboratory or a National Nuclear Security Administration (NNSA)/ Department of Energy (DOE) facility.
Demonstrated knowledge and understanding of the Laboratory's organizational structure and some acquaintance with Laboratory missions.
Demonstrated knowledge and understanding of procurement processes and policies.
Experience in managing projects with COBRA cost processor system.
Education Required: Bachelor's degree (MBA preferred) in accounting, finance, business administration, or related field and a minimum of eight years related field experience or the equivalent combination of education and relevant work experience.

Located in northern New Mexico, Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. LANL enhances national security by ensuring the safety and reliability of the U.S. nuclear stockpile, developing technologies to reduce threats from weapons of mass destruction, and solving problems related to energy, environment, infrastructure, health, and global security concerns.
The financial management focus of the Finance Division includes integrating processes and systems across the division, providing quality business processes and systems throughout the Laboratory, and partnering with the programs and technical divisions to strengthen business capabilities. The Finance Division provides stewardship of Laboratory, Los Alamos National Security (LANS), NNSA and sponsor resources, building alliances with NNSA, DOE, Los Alamos Field Office, and the Albuquerque Service Center. The Finance Division supports various business functions for the Laboratory.
