Los Alamos National Laboratory Engineer Manager (Engineering Manager 3) in Los Alamos, New Mexico

What You Will Do

The successful candidate will be expected to perform the following duties of this position:

  • Manage and lead the Engineering Services Division Engineering Project Delivery (ES-EPD), Civil/Structural/Architecture (CSA) Engineering team. This team is responsible for providing civil/structural design solutions associated with Major Line Item projects, General Plant Projects (GPP), and facility equipment operation and maintenance (O&M;) tasks.

  • Advise the LANL Building Official (LBO) on architecturally related issues, as requested

  • Ensure that you and your assigned staff, individually and collectively, provide design solutions that meet customer requirements, will be implemented successfully, and provide the best value in support of LANL missions. (Effective Facility Engineering):

  • Project designs meet project requirements through the application of engineering principles, theories, concepts and techniques while exercising appropriate engineering judgment.

  • Recognizing that Conduct of Engineering (CoE) allows for a graded approach commensurate with the risk posed by the project, ensure that all project design deliverables are developed in accordance with the LANL CoE policies and procedures.

  • Cultivate and maintain positive relationships with Engineering Services customers to include:

  • Meet cost, schedule commitments, and hold team members accountable for meeting their cost and schedule commitments.

  • Review progress against approved costs and schedules, evaluate changes and, where necessary, implement and clearly communicate change control.

  • Communicate issues early to customers and EPD management to minimize impacts and facilitate recovery.

  • Maintain and revise LANL Master CSA Specifications, as needed.

  • Ensure project designs are compliant with the LANL Engineering Design and Drafting Standards and are approved for construction via the LANL Building Official (LBO) approval process.

  • Ensure that project designs have adequately defined functions, requirements, codes of record and engineering estimates in accordance with good engineering practices and Conduct of Engineering.

  • Provide support and oversight to assigned CSA Engineers and designers/drafters.

  • Ensure team maintains required safety and security training and compliance; makes safety and security an integral part of every task. Takes steps to stop work if unsafe conditions exist or security is compromised.

  • Participate in the management of the assigned employees including, forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.

  • Assist the ES Division with audits and assessments by DOE and NNSA representatives and other external entities.

What You Need

Minimum Job Requirements:

  • Significant knowledge and experience in civil or structural engineering, such as general design of utilities, site work, structural analysis, structural design, or seismic evaluation, construction practices, configuration management, and Design Change Control.

  • Previous experience in facility based design and construction projects.

  • Proven multi-disciplinary leadership and management, technical direction/goal setting, personnel management skills and budgeting of design projects.

  • Experience in technical baseline documentation development and management

  • Strong interpersonal skills as well as excellent verbal/written communication skills and the ability to communicate to all levels of management and staff.

  • Proven customer focus with the ability to translate customer needs and wants into effective designs.

  • Knowledgeable of the application of International Building Codes (IBC), ASCE, ASTM and International Existing Building Codes (IEBC) alteration levels as they apply to facility modifications.

  • Knowledge of related non-reactor nuclear codes, standards, best engineering practices, and safety basis concepts.

  • Demonstrated experience with development of designs and modifications to operating non-reactor nuclear facilities.

  • 8 years of experience Engineering

  • Management or supervisory experience.

Desired Skills:

  • Basic Knowledge of Architectural Life Safety Principals

  • Knowledge of LANL policies and procedures.

  • Knowledge of DOE Orders and Code of Federal Regulations as they apply to LANL project execution.

  • Experience in both Design-Bid-Build and Design-Build project execution projects.

  • Registration as a professional engineer is highly desirable.

  • Knowledge of Earthquake Hazard Reduction Act, subsequent execution orders, and ICSSC Recommended Practice 8.

Education: Bachelor of Science degree in Civil Engineering, Structural Engineering, Architecture from an ABET or NAAB Institution.
