What You Will Do
This position will direct the technical resources that support plant and system engineering, project and design engineering services, maintenance support, configuration management, and that support facility safety. In addition, this position will provide technical and administrative oversight to ensure compliance with conduct of engineering program requirements. The Science and Technology Operations (STO) Facility Operations Director (FOD) provides operations support for the following directorates: Experimental Physical Sciences; Chemistry, Life & Earth Sciences; Threat Identification & Response; and Engineering & Engineering Sciences.
The successful candidate will provide direct technical and administrative leadership to the deployed Engineering Services (ES) ES-STO group that includes system engineers, design engineers, and support staff as well as providing technical direction to project engineers as assigned from the Engineering Project Delivery Group. The Facility Engineering Manager will be responsible for the execution of all engineering work required for supporting operations, including programmatic activities, and maintenance activities to the STO FOD. The Facility Engineering Manager will be deployed from the Engineering Services Division and will take day-to-day direction from the Facility Operations Director.
Serve as the Engineering Services Management point of contact to the STO Facility Operations Director who utilizes the plant and system engineering resources.
Ensure that technical deliverables comply with applicable federal, state, and local laws, regulations, codes, and standards.
Ensure that all technical deliverables are developed in accordance with the LANL Conduct of Engineering (CoE) policies and procedures.
Ensure that safety processes, policies, and practices are followed adequately to ensure worker safety.
Demonstrate continued improvement, through engineering support, in the performance of STO facility systems, and in the development of a robust technical baseline for the STO facilities.
Ensure that systems and facility engineers are assigned to appropriate activities and are adequately trained and supported for the ultimate successful completion of those tasks.
Participate in the management of the assigned systems and direction of facility employees to include forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions. Facilitate communication and consensus among various customers and stakeholders. Develop a good working relationship with the various LANL functions required to effectively implement facility repairs, upgrades, modifications, and new installations.
Foster an environment of effective engineering with a focus on efficient design development, project execution, and the maintenance of facility configuration management.
What You Need
Minimum Job Requirements:
Demonstrated high-level technical experience in system engineering, project engineering, project management or design engineering.
In-depth knowledge of design development processes and configuration management.
In-depth knowledge and experience with process design change implementation, as well as technical leadership in direction/goal setting, and developing technical bases for financial planning.
Demonstrated experience in leading and motivating multidiscipline engineering teams.
Broad knowledge of industry/regulatory codes and standards, engineering procedures, project controls, and design criteria in all engineering disciplines.
Significant Experience in implementation of a quality assurance program, such as DOE O414.1D.
Excellent communication and interpersonal skills; demonstrated team building capability.
Proven ability to resolve technical and personnel conflicts.
In depth knowledge of facility operations including business development, legal, procurement, construction, maintenance, environmental safety and health (ES&H;), and quality assurance.
Demonstrated experience working on issue of diverse scope where analysis of situation or data requires evaluation of a variety of factors.
In depth knowledge of LANL Engineering Standards Manual and LANL CoE procedures.
Experience interfacing with LANL management and a broad knowledge of LANL policies, operations, and programs.
Demonstrated successful experience managing a matrix type organization.
Registration as a professional engineer.
Advanced Engineering degree preferred.
Education:BS degree in engineering from an accredited college or university.
