Los Alamos National Laboratory (LANL) is seeking applicants for a Program Director (PD) 5 who will report directly to the Production Agency Quality Division Leader. The position requires leveraging capabilities across LANL to develop and implement the Nuclear Enterprise Assurance Program. You will be serving as LANL’s production agency representative on the NEA Integrated Working Group (NIWG). You will be developing and overseeing implementation of the LANL-PA NEA program. You will oversee NIWG representation on NIWG’s sub-groups and DoD interfacing Communities of Practice (CoP). You will coordinating with LANL’s security response organizations in responding to suspected subversions. You will serve as point of contact for NA-115 for evaluating CFIUS cases.
What You Need
Minimum Job Requirements:
Business Operations: Demonstrated ability to successfully interact with NNSA management and managers across NSE. Demonstrated ability to build and grow both internal and external organizational relationships and programs, and effectively build teams from across the laboratory.
Leadership Capabilities: Significant management experience as evidenced by a senior management position. Extensive experience in negotiating program direction, priorities and approaches with NNSA customers
Technical Knowledge: Demonstrated experience in the execution of technical programs, resource planning and allocation, and strategic planning.
Communication: Strong interpersonal, presentation, and written skills; demonstrated by relationships built, briefings, and presentations. Demonstrated experience in developing and nurturing effective working relationships with internal and external customers at all levels.
Travel: The ability to travel in support of program objectives approximately one to one and a half weeks per month.
Education/Experience : Position requires a Bachelor’s Degree in a related field from an accredited institution and a minimum of 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
Requirements: Active Q & SCI clearances or DOD Top Secret clearance and HRP certification.
LANL Expertise/Knowledge : Expert level knowledge of LANL production agency operations.Broad knowledge of LANL organization and science and technology capabilities.
Technical Knowledge: Formal project management training to include developing and negotiating NNSA budgets. Change of Station (COS), Intergovernmental Personnel Act (IPA), or USG service experience.Broad knowledge of cyber and cyber-physical systems and their protection.
Leadership Capabilities: Experience in managing personnel, and conflict; negotiating agreements; delegating authority, and building consensus within a team.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q/SCI (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
