What You Will Do

The selected candidate will perform as an Operations Support Specialist 4 for the TA-55 Facility Operations Directorate (FOD). Serving a member of the TA-55 Readiness Review team, responsibilities will include coordinating and supporting facility startups and restarts at TA-55, Chemistry and Metallurgy Research Operations (CMR), Radiological Laboratory/Utility/Office Building (RLUOB) and Radioactive Liquid Waste (RLW) facility, as well as overseeing TA-55 Transient Combustible Loading program. The selected candidate will also coordinate with the responsible line management for the development of New Activity Reviews, Activity Description Worksheets (ADWs), Plans of Action (POAs), Implementation Plans (IPs), Startup Plans, and other documents in support of the requirements established in FSD 115-001, Startup and Restart of Laboratory Nuclear Facilities/Activities, FSD 115-003, Implementation Verification Review Process for Safety Basis Changes, and FSD 115-002, Management Self-Assessment (MSA) Process for Startup and Restart Activities. Provide technical guidance to line management to achieve readiness, based on observations of actual and simulated operations and review of required documentation. Support preparation of evidence files used to demonstrate readiness to the review teams. Provide recommendations to the Readiness Team Leader and the FOD on whether an activity is ready to begin a formal readiness review. Coordinate activities to support DOE Readiness Assessments (RAs) and Operational Readiness Reviews (ORRs). Serve as review team member or team leader for selected TA-55 readiness reviews. Occasionally serve as a review team member for readiness reviews outside of TA-55.

Act as the Safety Management Program (SMP) owner over the TA-55 Combustible Loading Program; this entails owning the TA-55 Combustible Loading process as outlined in procedure TA-55-AP-0090 and conducting and coordinating the required inspections.

What You Need

Minimum Job Requirements:

  • Expert level experience with developing and maintaining required operational documentation including, but not limited to, procedural manuals, readiness reviews, and change authorization in accordance with government regulations and Laboratory policy.

  • Demonstrated expert ability to develop operational policies, procedures and the ability to correctly and effectively interpret the same.

  • Demonstrated expert ability to develop technical comprehensive reports in a timely manner.

  • Demonstrated expert ability to assume responsibilities and to work independently with minimal supervision.

  • Expert level knowledge in Conduct of Operations.

  • Provide expert level guidance for readiness reviews, management self-assessments, and implementation verification reviews for the FOD.

  • Excellent interpersonal, written, and verbal communication skills to include presentation skills.

  • DOE order 426.6 requires High School diploma.

Desired Skills:

  • Perform routine facility procedure reviews, inspections, and/or evaluations to ensure the safe and efficient operations of the facility.

  • Coordinate the review and revision of procedures, specifications, and forms pertaining to facility operations.

  • Technical experience as an MSA/RA team member and experience as a technical auditor/assessor as defined in NQA/ISO/EPA quality standards, or equivalent experience.

  • Experience in an operating nuclear facility utilizing formality of operations principles.

  • Knowledge of Laboratory readiness processes (FSD 115-001)

  • Working knowledge of Management Self-Assessment Process (FSD 115-002).

  • Working knowledge of Implementation Verification Review Processes (FSD 115-003).

  • Working level knowledge of DOE O 425.1D, Verification of Readiness and Startup or Restart of Nuclear Facilities (FSD 115-002).

Education Required: Position typically requires a bachelor’s degree and a minimum of twelve years related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
