What You Will Do
Join the Purchasing Group (ASM-PUR) and support the Los Alamos National Laboratory’s mission to solve national security challenges through scientific excellence. ASM-PUR is within the Acquisition Services Division. ASM-PUR is responsible for the formation, bidding, evaluation, awarding, and administration and closeout of complex purchase orders/subcontracts for multiple commodities and services. The individual is expected to follow Laboratory and procurement guidance and works independently with input from supervisors and management.
This position will be filled at either the Procurement Specialist 2 or Procurement Specialist 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Procurement Specialist 2 ($67,900 – 107,700)
Duties include, but are not limited to:
formation, bid, evaluation, award, administration and closeout of various types of purchase orders/subcontracts for goods and/or services
interfacing with functional units, customers, auditors and subcontractors
providing solutions to customer acquisition issues
development of solicitations
negotiating and awarding purchase orders/subcontracts
managing and administering purchase orders/subcontracts
providing purchase orders/subcontract interpretations and assisting with financial, legal or technical issues, as required
Procurement Specialist 3 ($81,600 - $133,400)
In addition to the duties outlined above, the Procurement Specialist 3 duties include, but are not limited to:
formation, bid, evaluation, award, administration and closeout of various types of large, highly complex purchase orders/subcontracts for goods and/or services
anticipate and resolve complex issues in creative and effective ways
participate in long-term planning activities with functional organizations involving multiple procurements requiring knowledge of acquisition strategies, procurement staffing capabilities and lead time requirements
effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes
What You Need
Minimum Job Requirements:
Demonstrated experience in the formation, negotiation, award, administration and closeout of all types of purchase orders/subcontracts.
Demonstrated ability to interface with individual customers representing one or more affected organizations providing acquisition strategies for impending procurements.
Demonstrated experience in developing and negotiating a variety of subcontract types, fee arrangements, terms and conditions.
Demonstrated experience in contract administration.
Demonstrated experience in commercial and/or government subcontracting.
Demonstrated experience managing and administering purchase orders/subcontracts within a multi-functional environment.
Demonstrated administrative and organizational skills.
Ability to effectively communicate in both an oral and written manner with both internal and external customers of varying professional levels.
Demonstrated experience in administration of small and moderate size procurements.

In addition to the Job Requirements outlined above, qualification at the Procurement Specialist 3 level requ i res:
Demonstrated experience in the formation, evaluation, negotiation, and award of fixed price purchase orders/subcontracts.
Demonstrated experience in administration of large size procurements.
Working knowledge of change management procedures pertaining to requests for proposals (RFPs) and modifications to purchase orders/subcontracts, and dispute resolution.
Working knowledge of change management procedures pertaining to requests for information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
Working knowledge of Small Business Subcontracting Plan in accordance with Public Law 95-507.
Familiarity with the Department of Labor Requirements for the Service Contract Act.
Ability to actively participate in the development, review, and evaluation of various technical/procurement specifications for issuance to suppliers.
Demonstrated ability to clearly and concisely convey information through verbal communication in a wide variety of settings including, but not limited to, verbal presentations and group meetings.
Demonstrated high-level competency in creating clear and concise written documentation that fully summarizes all aspects of a procurement transaction.
Professional level experience in developing contract types, fee arrangements and contract terms.
Professional level experience in developing and recommending potential solutions to contractual problems to management.
Demonstrated experience with eSourcing/eAuctions preparatory to the execution of procurements.
Demonstrated experience with Oracle eBusiness Suite or other automated purchasing systems.
Broad understanding of Federal Acquisition Regulations and their application.
Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations.
Recent hands on experience in Federal Subcontract management.
Procurement Specialist 2 Education Required: Position typically requires a bachelor’s degree and a minimum five years of related experience or an equivalent combination of education and experience.
Procurement Specialist 3 Education Required: Position typically requires a bachelor’s degree and a minimum eight years of related experience or an equivalent combination of education and experience.
