What You Will Do

The Manager of Functions - Division Office (MOF-DO) is seeking a Project Controls Manager 5 to lead the Project Controls, Estimating, and Risk Functions for all LANL projects and multiple federal programs that support national missions in nuclear weapons and global security.

The position provides leadership and oversight for and organization of approximately 200 Project Control Engineers, Estimators, and Risk Analysists responsible for implementing LANL control system processes, procedures and tools which are executed by the responsible directorates.

The essential Project Controls sub-functions are cost, schedule, estimating, and risk management. The Project Controls function provides subject matter experts which support standard Project Management operations along with application of the LANS-certified Earned Value Management System (EVMS) where appropriate for ensuring that control systems are maintained in compliance with that certification.

This position requires a strong leadership capability teamed with a in-depth knowledge of project control objectives and the proven ability to develop and implement policies that support those objectives.

What You Need

Minimum Job Requirements:

  • Successful experience leading large organizations/programs with significant fiscal and programmatic responsibilities.

  • Extensive experience in the Project Controls function and sub functions of cost, schedule, estimating, and risk management.

  • Extensive experience with successful implementation and maintenance of an Earned Value Management System (EVMS) that complies with ANSI EIA 748.

  • Experience in applying EVMS principles and techniques in U.S. Government facilities and/or programs.

  • Distinguished track recordsetting technical direction and goals, developing programs, implementing effective business practices and systems, managing personnel, managing budgets and finances, and managing customer and stakeholder relations.

  • Demonstrated ability to build and grow both internal and external organizational relationships.

  • Demonstrated commitment to excellence in operations and facilities and business systems.

  • Excellent interpersonal, oral and written communication skills.

  • Demonstrated ability to interact effectively with all levels of management, staff, and customers.

  • Record of commitment to sound business practices and promoting objectives in such areas performance improvement, safety, quality, security, environment, health, human resources, diversity, etc.

  • Demonstrated experience in effective decision-making and creative problem solving.

  • Experience maintaining a rigorous EVMS.

Desired Skills:

  • Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.

  • Successful experience in executing large-scale projects.

  • Q-clearance desired.

Education:Bachelor’s degree (Graduate preferred) in a technical discipline preferred or the equivalent combination of education and relevant work experience, including demonstrated management experience.
