What You Will Do

The Operational Assurance (OA) group is seeking a qualified candidate to act as an assessor – classified as a Security Specialist 4. The position is within the Defense Security Program (DFS) andreports directly to the Operational Assurance (DFS-OA) group leader.

The assessor will work in an OA assessment team with subject matter experts (SMEs) working in the SECURITY and SAFEGUARDS divisions to help scope and conduct assessments required by DOE order 470.4B, Safeguards and Security Program . Incumbent will act as an assessment lead, generate assessment scoping plans, write and review assessment reports, conduct causal analysis, and will work with topical area owners on corrective actions and effectiveness evaluations. The position will be required to provide expertise in how to assess (methodology), provide assistance in development of Lines of Inquiry, and assisting in assessment logistics.

Other duties include, but are not limited to the following:

  • Work to assure the implementation and continuous improvement of an adequate Safeguards and Security (S&S) program that is operational, compliant, and effective.

  • Work in a team environment that requires close cooperation, adaptability, taking initiative in completing tasks, and willingness to provide support wherever needed.

  • Maintain a professional office atmosphere and assume responsibility with minimal supervision, demonstrating initiative, versatility, accuracy, tact, and discretion in sensitive matters.

  • Provide Operational Assurance specific reports, presentations, and/or documents.

  • Compose, prepare, and edit routine and non-routine correspondence, procedures, plans and reports.

  • Plan and coordinate logistics for meetings, including preparation of materials.

  • Receive, transmit, and/or safeguard sensitive information particularly OUO and UCNI.

  • Assist with special projects, as requested.

What You Need

Minimum Job Requirements

  • Expert knowledge of assessment methodologies

  • Expert knowledge of Contractor Assurance Systems (CAS) elements

  • Advanced and demonstrable experience with technical writing of report based documents, to a wide variety of audiences

  • Demonstrated ability to learn quickly, organize the information learned, and produce results.

  • Demonstrated ability to work independently while maintaining excellent quality in daily operational work, as well as the fine-tuned skills of organizing, prioritizing, and following through to completion multiple projects with frequent interruptions under strict deadlines and changing priorities.

  • Advanced experience demonstrating excellent communication skills (interpersonal, verbal, and written) while interacting effectively with all levels of employees and managers, including managers at the directorate-level and above, as well as officials from external organizations.

  • Thorough knowledge and in-depth understanding of Laboratory organizational structures, operations, policies, administrative systems, and business systems including MS Office Suite (Word, Excel, PowerPoint, Outlook).

  • Knowledge of Operational Assurance orders including DOE O 470.4B, and other federal regulatory requirements for safeguards and security.

  • Knowledge of DOE and LANL security and safeguards requirements, policies, practices, and procedures.

  • Knowledge and experience on document control and record management processes.

Desired Skills

  • Experience in process improvement principles and practices

  • Experience in Effectiveness Evaluations

  • Experience in Causal Analysis

  • Ability to obtain & maintain DOE “Q” clearance

Education Required:

  • Position typically requires a Master’s degree in Business, Security, or related field, or equivalent combination of education and relevant experience. Typically requires a minimum of 12+ years of related experience. At this level, postgraduate coursework may be expected.

  • Additional consideration may be given to professionally recognized training and certifications in related fields.
