What You Will Do

The Nuclear Materials Science Group (MST-16) provides multidisciplinary expertise in actinide materials science using a comprehensive suite of destructive and nondestructive analytical techniques within a category I nuclear facility and other radiological facilities. These activities include the characterization of new and aged pit construction materials, the development of technologies for advanced actinide materials analysis and synthesis, and actinide materials science investigations. MST-16 manages a $43M+ budget and a diverse portfolio supporting: Directed Stockpile Work, Strategic Materials, Office of Experimental Science, Strategic Partnership Projects, and LDRD. Our operations take place in nuclear facilities and laboratories, enabling research in materials science of actinides at numerous LANL and off-site experimental facilities.

A successful TPM candidate will work with Group Office management and program managers to track programmatic work progress and help report on deliverable and milestone status. We are looking for an energetic, customer-focused individual to join the MST-16 team by providing expert-level programmatic support to our Group Office management. This position requires a motivated and professional individual who is capable of quickly changing focus, acting independently and is comfortable with a broadly defined scope of work.

This position will be filled at either the Technical Project Manager 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Technical Project Manager 2 ($96,100 - $159,000)

The successful candidate will perform the full spectrum of tasks, including but not limited to:
  • Oversee the short- and mid-range planning of operations, which may include facilitation of plan-of-the-day and plan-of-the-week meetings.
  • Oversee cost estimating and negotiation of cost and schedule for small and mid-level projects.
  • Serve as the primary interface between project scientists, program, and line management for moderately complex project(s) to establish technical requirements and to negotiate and define deliverables, budgets, and schedules in accordance with the project charter and line expertise.
  • Exert latitude in negotiating with program and line managers to ensure that resources are available to accomplish the work, to identify procurement needs, and ensure project deliverables are completed within the scope, schedules, and budgets defined in project work packages.

Technical Project Manager 3 ($115,100 - $194,900)

In addition to the responsibilities and activities listed above, the TPM3 will:
  • Provide leadership and tactical planning experience for execution of projects, under limited direction.
  • Apply technical or operational working knowledge to achieve project objectives and successful completion of the projects within the approved scope, schedule, and budget baseline.
  • Understand and apply standard principles and techniques in developing project plans and negotiating work packages,
  • Use good judgment within defined practices in negotiating with project scientists, program and line managers to ensure that resources are available to accomplish the project deliverables within the scope, schedules, and budgets defined in project work packages.
  • Work with diverse teams, overseeing and providing leadership in planning, tracking, and execution of project plans from initiation to completion, including managing budgets and project resources.

Minimum Job Requirements:

Minimum Job Requirements for a Technical Project Manager 2:
  • Knowledge of project management functions and tools, estimating cost, and scheduling.
  • Demonstrated successful experience managing the interface with program, project, and line management to ensure performance, while monitoring and tracking scope, cost, schedule and progress against milestones.
  • Demonstrated knowledge and experience with budgets and the development of work packages.
  • Ability to obtain a DOE Q Clearance (Usually requires U.S. citizenship).

Additional Requirements for a Technical Project Manager 3:
  • Expert demonstrated knowledge and experience in managing budgets and developing work packages.
  • Advanced-level knowledge of project management functions and tools, estimating, cost, and scheduling.
  • Demonstrated successful record of effective interpersonal and communication skills as evidenced by stakeholder interactions and collaborations, briefings, and presentations.

Desired Qualifications:
  • Experience with TA-55 Operations, particularly MST-16 Operations.
  • Experience with Excel, P6, EVMS reporting and other project software.
  • Ability to use project management and/or spreadsheet software to track project and financial data.
  • Knowledge of one or more of the following programs: Directed Stockpile Work, Strategic Materials, Office of Experimental Science, Strategic Partnership Projects, and/or LDRD, including their interfaces and interdependencies.
  • Active DOE Q clearance and participation in HRP.

Education Level 2: A Bachelor's degree from an accredited institution and 5 years of relevant experience as a project manager or an equivalent combination of education and experience managing projects.

Education Level 3: A Bachelor's Degree from an accredited institution and 8 years of relevant experience as a project manager or an equivalent combination of education and experience managing complex projects.
Location: This position will be located in Los Alamos, NM.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
