The Logistics Division is seeking an experienced and highly motivated Operations Manager 4 to provide technical leadership, oversight and management for the Logistics Property Management (LOG-PM) Group that supports the entire Los Alamos National Laboratory. As the group leader you will be overseeing and leading over 50 Specialists and Managers responsible for executing the Laboratory's Government Personal Property and Fleet Management Programs. As an institutional service, the portfolio for LOG-PM consists of managing LANL's evolving inventory of ~80,000 items, valued at 2.6 billion dollars, and a growing fleet management program of approximately 2000 fleet vehicles, off-highway vehicles, and other related equipment.
The candidate is expected to facilitate a full customer service model that manages deployed and matrixed staff, operates in a highly compliance-driven environment maintaining positive relationships with the NNSA Property Management Branch, DOE Fleet Management, and GSA Vehicle Services, strategic vision, and initiatives to ensure that all employees are equipped, aligned, and empowered to best serve the Logistics division and laboratory mission.
The responsibilities of the Logistics Operations Manager include, but are not limited to, the following:
- Serve as the Property management subject matter expert for the institution
- Ensure organizational compliance with related LANL and DOE regulations, orders, and Prime Contract deliverables pertaining to property, fleet management, classified parts validation, STORES or inventory validations, precious metals management, and property disposition.
- Translate customer requirements into state-of-the-art operational strategies and processes, resulting in cost-effective processing and best-quality Laboratory products.
- Develop policy and procedures, including training development and execution for the laboratory and group.
- Direct and support exploration of process improvement initiatives spanning multiple groups and involving cross-organizational collaboration for success.
- Manage the activities of individual contributors or supervisors in a section or department with accountability for results in terms of costs, strategies and employees.
What You Need
Minimum Job Requirements:
- Demonstrated experience and skill in management, supervision, and human resource administration of multi-disciplinary teams in a collaborative and participative environment including technical direction, program execution, mentorship, good business practices/judgement, team building, and effectively resolving conflict.
- Relevant work experience and knowledge of leading regulatory implementation related to Government Personal Property, Fleet Systems Management, or a similar institutional business-related compliance program or other comparable programs.
- Demonstrated success in effectively interfacing with all levels of stakeholders such as LANL management, NNSA/DOE staff, vendors, and customers at all levels or DOE equivalent.
- Demonstrated excellence as a leader in a customer service environment and demonstrated capability building and maintaining customer and stakeholder relationships.
- Demonstrated success at strategic and tactical level planning, funding advocacy, ability to identify, propose, and implement solutions to improve organizational efficiency in collaboration with other organizations for business and safety operations.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Comprehensive demonstrated experience implementing and managing a comprehensive property system for a large organization
- Comprehensive demonstrated experience implementing requirements such as compliance drivers from regulations and prime contracts, adhering to contracts, institutional policy (IP), procedure and policy implementation and enforcement, and applicable directives issued by NNSA.
- Excellent skill in the preparation and presentation of oral and written reports to upper level management, stakeholders, and regulators.
- Demonstrated experience with LANL business systems for management and administration of personnel including timekeeping, payroll, budgeting, travel, training and certification, performance reviews, work management, property management, fleet management, and payroll policies and procedures.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
