Los Alamos National Laboratory has an opportunity for a Group Leader to manage the Operational Safety and Compliance Programs (PSS-2). The PSS-2 mission is to reduce operational and programmatic risk across the Weapons Production missions, through the application of continuous learning & the implementation of best-in-class safety management programs. PSS-2 supports the operating organizations reporting to the Associate Laboratory Director for Weapons Production (ALDWP) Directorate by managing Operational Performance Assurance, Container Engineering and Safety Program, the Nuclear Materials Management Program, and Intelligent Surveillance & Compliance.
PSS Division provides the necessary business process and support functions to ensure Los Alamos National Laboratory, through ALDWP, successfully executes its mission assignments. Reporting to the PSS Division Leader, the PSS-2 Group Leader provides technical and operational leadership to the group. They will function as a key part of the division management team that has responsibility for work, quality assurance practices, human resource management, recruiting, and continuing development of group capabilities.

Leadership
- Successful experience leading a group or team to execute programmatic work or mission supporting work including managing cost, scope and schedule to meet established milestones.
- Proven ability to recruit, mentor, and retain technical and professional staff.
- Demonstrated experience with business operations to include financial, human resources, procurement, communications with executive leadership, and other related business activities.
- Demonstrated experience collaborating across organizational boundaries to execute work, including fostering effective working relationships, and communicating complex information to a wide variety of stakeholders, including the ability to change their thinking or gain acceptance in sensitive situations without damaging relationships.
- Experience communicating program requirements and detailed project elements to both technical and non-technical personnel, including reporting status to both senior management and external customers, such as NNSA.
- Proven ability to communicate complex operational concepts, including the ability to successfully challenge, persuade, and network with key contacts outside own area of expertise.
Technical or Operational Knowledge
- Advanced knowledge in the core capabilities of the group: nuclear materials management, institutional safety management programs, and LANL's container safety management program.
- Demonstrated experience leading a multidisciplinary group of technical and non technical personnel in a manufacturing environment.
- Advanced knowledge and proven ability in performing work in adherence to facility requirements specific to the discipline, including conduct of operations and integrated work management.
- Demonstrated experience identifying, acquiring and managing resources in support of organizational deliverables, scope, schedule and budget.
- Advanced knowledge of and experience with work package development and execution, identification of resource requirements and development of resource loaded schedules and financial stewardship.
- Demonstrated knowledge of safety, security, environmental and quality regulatory requirements needed to manage work in a nuclear/high hazard and/or high explosives facility to include executing work in compliance with facility requirements.
Education/Experience:
Position requires a bachelor's degree in a related field from an accredited institution and 8 years of related experience or, an equivalent combination of education and experience directly related to the occupation.
DOE O 426.2 requires a BS and 4 years of Nuclear Experience. Education or experience that is job related may be substituted on a case-by-case basis to fulfill 3 or the 4 years of nuclear experience on a one-for-one time basis
Desired Qualifications:
- Demonstrated experience managing work in a nuclear and/or high hazard facility.
- Broad knowledge of Weapons Production programs and operations.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
