Metrology Quality and Business Operations Team Leader (QPA Manager 3)

What You Will Do

The Metrology Program and Calibration Laboratory (MP&CL) Quality and Business Operations Team Leader will function as a member of the Group management team to plan, coordinate, perform, and manage business, operations, and programmatic interface activities. We are seeking a highly motivated, self-starter with advanced knowledge of ISO17025 who can lead process and system evaluations to validate compliance, identify opportunities for improvement, and develop/implement creative and compliant solutions to a variety of customer service and calibration laboratory operations challenges. The MP&CL delivers the highest quality metrology program and calibration services to our customers to ensure simultaneous excellence. The Team Leader will report to the MP&CL Group Leader.

The successful candidate will manage the implementation of the ISO17025 Quality Management System requirements and the MP&CL Quality Assurance Plan, and assure operations are compliant with DOE 414.1D, DOE Contractor Standards Laboratory, and ISO17025 requirements. In addition, the successful candidate will make a variety of high-level decisions in area of delegated authority (e.g. planning and approving procurement processes and activities, planning and coordinating training opportunities for staff, communicating human resources requirements, engaging in strategic planning, and managing day-to-day business operations). Other responsibilities include time and labor; performance management; procurement and budget; property management, assisting with employee hiring and onboarding, policy reviews, management of authorities, and maintaining awareness of changes in requirements to ensure the MP&CL maintains compliance.


What You Need

Minimum Job Requirements:

Technical Leadership
Advanced-level experience leading technical operations and demonstrating effective decision-making and creative problem-solving including skills in researching and recommending alternative solutions to problems.

Technical Excellence
Expert knowledge and successful advanced experience managing business, operational, and/or programmatic activities in a DOE Contractor Standards Laboratory or ISO17025 accredited calibration laboratory in the following areas: safety; customer relations; financial management; human resources; communication; and procurement.

Collaboration and Coalition Building
Advanced experience with team building and collaboration to develop, implement, and manage innovative requirements-based process improvements.

Communication
Excellent interpersonal, oral and written communication skills that includes reporting on operations and business programs to the DOE Field Office and Primary Standards Laboratory, higher-level management, customers and stakeholders.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Preferably experience directly related to Metrology/Calibration Laboratory operations.

Desired Qualifications:

  • Metrology/Calibration Laboratory Operations
  • Advanced knowledge of Contractor Standards Laboratory or ISO 17025 accredited calibration laboratory operations.
  • Certified ISO/IEC 17025 Lead Auditor with experience performing assessments, audits and supplier evaluations.
  • Demonstrated proficiency in IndySoft calibration management software and in laboratory-wide systems/applications to include Oracle, Concur, JIRA, performance management and computer software applications (e.g. Microsoft Office Suite).

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
