What You Will Do

Security Programs - Nuclear Material Control and Accountability group (SP-NMCA) at Los Alamos National Laboratory (LANL) is responsible for implementation and execution of Nuclear Material Control and Accountability (NMCA) Program. In its essence, through this NMCA program, SP-NMCA provides assurances to external stakeholders and federal regulators that no nuclear material has been lost, stolen or diverted from its legitimate programmatic use. As such, the group members serve as the interface between LANL programmatic groups utilizing and/or processing nuclear material and the regulator, helping to navigate the legal framework through oversight and use of practically implementable, technically defensible and legally compliant means.

As an R&D engineer in the SP-NCMA you will be at the forefront of development, adaptation and implementation of NMCA Program (primarily through use of non-destructive and destructive assay methods and statistical approaches) at areas associated with new, updated or expanded operations, in particular associated with LANL Pit production mission. You will also assume role of one of the leading technical authorities in support of resolution of nuclear material measurement discrepancies and inventory differences. It is expected that you become fluent in DOE O 424.2A, the LANL NMCA Plan and many flow down procedures and understand legal implications for any current or potential technical implementation within the NMCA Program. You will serve as one of the main technical resources to the staff of the NMCA Technical Support team and will help with review and establishment of process monitoring flow diagrams (PMFD's). Additionally, you will be responsible for providing technically defensible arguments in support, and to shape, critical SP-NMCA management decisions, and you will also support Process Monitoring program implementation with respect to automation of process data collection and subsequent analysis.

What You Need

Minimum Job Requirements:
  • Demonstrated experience and proficiency with operation or development of traditional non-destructive assay methods such as neutron coincidence counting, neutron multiplicity counting, high resolution gamma spectroscopy, holdup measurements, calorimetry.
  • Demonstrated ability to perform independent research into cause of observed anomalies and unexpected results, including gathering data and performing exploratory analysis for process improvement, then testing and implementing improvements.
  • Ability to learn and understand in detail production-related nuclear material processes and integrate regulatory requirements into the development of technically defensible NMCA approaches, solutions, procedures and plans.
  • Demonstrated ability to communicate technical information to technical and non-technical stakeholders to gain consensus for testing and implementing recommended improvements.
  • Proven experience developing technical reports for internal and external stakeholders such as senior management and federal oversight.
  • Working knowledge of Python, SQL, C++, C# or other programming language.
  • Demonstrated experience mentoring students and/or less experienced staff to support technical skill development.
  • Ability to obtain and maintain Q-clearance.

Education/Experience: Position requires a Master's Degree in engineering or equivalent science discipline and 6 years of related experience; Additional consideration may be given to professionally recognized training and certifications in related fields.




Desired Qualifications:
  • Demonstrated knowledge of nuclear material control and accountability program or similar programs (e.g. international nuclear safeguards).
  • Experience auditing/assessing technical processes and/or technology development.
  • Experience working in a regulatory environment such as a nuclear facility or knowledge and experience with nuclear materials packaging, storage, treatment, and disposal, chemical processing, NMCA technology development, , and/or modeling of complex data. Can this be shortened
  • Highly specialized knowledge in NMCA systems such as measurements systems, materials management, or knowledge of nuclear chemical processes, statistical concept and development of technologies.
  • Knowledge of related technical standards (e.g. ASTM, ANSI, etc.)

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
