The Subcontract Technical Representative (STR) 3 for Demolition and Construction, is responsible for the management of construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Implements construction, maintenance, or site services subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services Division policies and procedures. Oversees and monitors performance in accordance with the terms and conditions of complex subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements. Mentors STRs 1 & 2 in the management of LANL subcontracts. Provides support to more experienced sub-contract technical representatives in the management of subcontracts for the Laboratory.
The STR is the point of contact for all of the technical aspects of the subcontract for moderate or high-hazard work and is responsible for Technical Oversight of a subcontractor's performance under a subcontract. The STR's technical oversight includes oversight of the subcontractor's performance in relation to the safety, security, and quality requirements set forth in the subcontract. The STR is not authorized to make any commitments on behalf of LANL or changes to the terms and conditions of a subcontract. STR actions ensure subcontractor adherence to the subcontract, assist in preventing subcontractor failure, reduce project related misdirection, prevent multiple lines of communication, provide appropriate guidance to preclude subcontractor rework and reduce compliance risk. They are the primary point of contact for contractor's project manager. They are to develop working relationship with the project manager and his team to support successful execution of the contract.
STR's must possess a willingness and ability to work flexible schedules. Work assignments may require evening, night shift and shifts outside the normal workday of 7:00 AM-5:30 PM for substantial and indefinite periods.
Minimum Job requirements:
- Demonstrated experience in the formation and administration of construction, or similar type, subcontracts employing the several steps of subcontract development and execution, including: bidder pre-qualification, development of requests for proposals, definition of subcontract scope, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of subcontractors, change order management and evaluation, back charge procedures, resolution of claims and disputes, commissioning, testing, close-out, and other such related steps.
- Demonstrated working knowledge of complex multi-tiered organizational structures engaged in the execution of construction, manufacturing, and/or similar type efforts.
- Demonstrated Experience with construction projects involving installation of civil work, structural work, architectural finishes, HVAC systems, exhaust systems, auxiliary equipment, fire alarm, HVAC control systems, Building Automated Systems, electrical distribution systems, and/or multiple discipline building projects.
- Demonstrated knowledge of government regulations affecting facility subcontract management or equivalent knowledge related to private sector subcontracts.
- Demonstrated Leadership skills including preparation and presentation of oral and written reports.
- Demonstrated knowledge and experience in the execution of safe, secure and quality construction projects, requiring work in more than one discipline and/or trade.

- Demonstrated ability to oversee several diverse multi-disciplined projects simultaneously.
- Demonstrated success in leading construction execution efforts on multiple types of subcontract vehicles including, including build, design - build, environmental, and/or renovation projects. Multiple projects preferred.
- Demonstrated knowledge of one or more construction related oversight disciplines, including Field Engineering, Superintendent, Construction Management, Project Management, Subcontract Technical Representative (STR), Environmental, Waste Management, Safety, Quality, and/or Procurement as related to Subcontracted Construction Execution through multiple phases of Construction Projects from Preconstruction through Closeout.
- Have a strong familiarity with Standard Work Process Procedures at LANL, DOE Complex facilities, or other full time 24/7 multi-system operational facilities such as oil refineries, data centers, chemical plants, pharmaceutical facilities, and hospitals. Work Process Procedures include, but are not limited to, outages, permitting, testing & inspections.
- Have a strong familiarity with roles and responsibilities within the TRIAD construction management division, or similar organizations, as applied to work within LANL Technical Areas and Facilities TA55, RLW, STO and CMRR, or similar facilities outside of LANL.
- Experience with NQA-1 compliant subcontract execution.
- Experience with system and or component functional testing and acceptance through commissioning, or similar processes.
Communication
Demonstrated interpersonal, oral, and written communication skills that includes interacting with all levels of Integrated Project Team members and external agencies. Demonstrated ability to produce a variety of reports to ensure schedule, cost and other key performance indicators are being met. Demonstrated ability to promote an open communication environment to develop mutual trust and teamwork.
Education: Position requires a bachelor's degree in an engineering, construction, contracts law discipline or other applicable discipline from an accredited institution and 8 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and related experience to include specialized courses in contract management
Desired Skills:
- Experience as a contractor for the Department of Energy (DOE) (headquarters or field office level).
- Experience training personnel in aspects of LANL ASM/CM/STR/ENV policies and procedures
- Experience working with state and/or federal regulators.
- Experience working under nuclear quality standards (NQA-1, etc.)
- Experience managing environmental cleanup/reclamation subcontracts or projects.
- Ability to coordinate, prioritize and work with multiple execution centers while balancing competing priorities.

Work Location: The work location for this position is onsite and located in Los Alamos, NM USA. All work locations are at the discretion of management.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances.
