Los Alamos National Laboratory ALDCP ESHQSS Integrator (Program Manager 4) in Los Alamos, New Mexico
What You Will Do
The Environmental Safety, Health, Quality, Safeguards, and Security (ESHQSS) Integrator will provide integrated, effective ESHQSS service delivery to the Associate Laboratory Director for Capital Projects (ALDCP) using strategic and tactical planning between the customer and core support divisions during work planning and execution to achieve simultaneous excellence. This position provides innovative leadership and vision to create partnerships between ESHQSS, ALDCP, and subcontractors to address complex challenges, strengthen alignment and culture, and improve responsiveness to achieve the laboratory mission. Works with customers and core support divisions to negotiate budget and funding for the ESHQSS service line to support safe, compliant, effective implementation and execution of projects. Facilitates the communication of ESHQSS performance, program health, and improvement recommendations/advice to project management using metrics, assessments, abnormal events, culture surveys, and observation data. Communicates ALDCP and subcontractor feedback, perspectives and need to incorporate into new or changed ESHQSS processes, procedures, or initiatives.
What You Need
Minimum Job Requirements:
Proven ability to lead the strategic and tactical execution of an ESHQSS portfolio by formulating, planning, and facilitating implementation of the programs. Strong experience managing ESHQSS programs to ensure successful implementation and execution.
Strong knowledge and demonstrated experience implementing ESHQSS programs for construction project. In-depth knowledge of/and experience in construction safety, industrial hygiene, quality, waste management and/or environmental compliance.
Collaboration and Coalition Building
Strong experience in developing and nurturing effective internal and external customer relationships. Provide ESHQSS leadership on issues that require cross-organizational solutions. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork.
Excellent interpersonal, oral and written communication skills that includes reporting on ESHQSS status to senior level management, project stakeholders, as well as regulatory inquiries.
Education/Experience : Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
Familiarity in providing ESHQSS support to construction projects particularly as it pertains to the Los Alamos National Laboratory Mission.
Experience working with federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction. Experience working on integrated project teams to deliver ESHQSS support and services.
Professional certification in safety (CSP), industrial hygiene (CIH), health physics (CHP), or other ESHQSS discipline.
Active DOE Q clearance desired
This position will be physically located in Los Alamos.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
