Los Alamos National Laboratory Assembly Operations Coordinator (Technical Project Manager 3) in Los Alamos, New Mexico

What You Will Do

The Experimental Device Engineering and Assembly Group (E-5) is Los Alamos National Laboratory’s (LANL) premier engineering organization focused on expert assembly of experimental weapon test devices. E-5 integrates a team of highly skilled and motivated engineers, technicians, parts management specialists, hazardous materials transportation specialists, and operations specialists to safely and securely deliver high-quality assemblies meeting customer requirements. E-5 is focused on supporting the experimental programs portfolio at LANL and at Nevada National Security Site.

E-5 is currently seeking a highly motivated Technical Project Manager 3. The selected candidate will provide operational leadership in the high explosives device assembly facility by coordinating and directing support activities for assembly operations, assuring facility capability, managing inventory levels, and ensuring tooling readiness. This employee will work closely with Group Management, the Integrated Schedule, Assembly Engineers, Assembly Technicians, and Facility Personnel in negotiating with program and line managers to ensure that all resources are available to accomplish the work, to identify procurement and contracting needs, and to marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.

The selected candidate will be responsible for:

  • Coordinate and direct assembly operations support activities, including assuring facility capability, sufficient inventory levels, and tooling readiness.

  • Develop planning tools and framework to obtain approval from main stakeholders.

  • Convey and negotiate Integrated Schedule with ALDW Program office and systems personnel to assure schedule achievability.

  • Establish planning calendar to assure standard updates to the Integrated Schedule every week.

  • Develop, execute, and maintain tools and techniques required to evaluate impacts of proposed schedule changes.

  • Coordinate and lead assembly operations work release meetings.

  • Develop and execute inventory control methods and reports to assure accurate and ample inventory levels.

What You Need

Minimum Job Requirements:

Technical

A successful candidate will have experience indevelopment and delivery of high explosives operations support to a facility and/or organization in order to ensure the implementation and integration of operational and programmatic functions. Direction in administering, implementing, and resolving performance, compliance, administrative, or technical programs and issues in direct or indirect support of operations functions including, but not limited to, unusual facility occurrences, internal assessments, external audits, and new program implementation.

Project Management

Expert-level knowledge of and consultative experience in all aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions. Exerts significant latitude in identifying potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the projects.

Planning/Scheduling

Expert level experience planning and defining project scope through collaboration with subject matter experts (SMEs) and senior project managers. Working knowledge and experience in supporting tactical planning and execution of moderately large and/or complex technical projects. Experience successfully coordinating multiple operations, balancing resources and priorities, and tracking a complex inventory.

Supply Chain Management

Expert-level knowledge using supply chain processes and procedures including manufacturing planning, demand, and replenishment processes. Experience working with ARIBA, certification procurements, quality procurements, and calibration processing.

Leadership

Demonstrated experience supporting projects withrequirements development, traceability, and requirements maintenance . Advanced ability to organize, prioritize, and take initiative and ownership of multiple and conflicting complex issues in a manner that fosters institutional values and customer satisfaction. Demonstrated ability to work effectively as part of a team in a multi-discipline environment. Demonstrated ability to interact effectively with a variety of organizations. Experience in the delegation of project tasks while maintaining accountability. Demonstrated record of successfully leading cross-organizational teams to ensure products and/or services are delivered within budget and on schedule.

Communication

Demonstrated experience supporting customers with programmatic planning. Demonstrated skill with both excellent written and oral communication (technical writing and presentations). Demonstrated behavior utilizing tact, diplomacy, discretion, and attention to detail. Strong interpersonal, presentation, and written skills; demonstrated by relationships built, briefings, and presentations. Expert-level experience in developing and nurturing effective working relationships with internal and external customers.

Education

Position requires a Bachelor’s Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

Desired Qualifications:

Continuous Improvement

Demonstrated experience with continuous improvement (CI) efforts, such as Lean, Six Sigma, Kaizen, or other methodologies.

Technical Excellence

Advanced knowledge and demonstrated experience of High explosives facility operations, estimating, cost and scheduling, and change control, issues management, and corrective action development and methods. Background and experience in all aspects of high explosive device engineering operations, Procurement, and Performance Evaluation of a complex portfolio of projects. Experience assisting with, or lead, reporting and documentation requirements with the executive-level external and internal customers.

Location: This position will be physically located in Los Alamos, NM.
