What You Will Do

TheBusiness Manager 4 will have leadership responsibilities, coordination, and oversight of the financial strategy and analysis for the Finance Division Cost Accounting Team (FIN-CAT). FIN-CAT is responsible for the processes for the classification, accumulation, rate development, recovery, reporting and analysis, and audit support for an overhead cost portfolio of approximately $1 billion annually. LANL cost accounting processes are highly impactful to internal and external stakeholders. Effective administration requires a broad knowledge and skill set including experience with cost accounting and cost allocation methodologies, financial modeling techniques, application of federal Cost Accounting Standards, and excellent verbal and technical writing capabilities.

Responsibilities include :

  • Supervision of a team cost accounting analysts to include goal setting, training, work assignments and performance evaluation.

  • Developing and maintaining policies and procedures (including the cost accounting disclosure statement) related to LANL indirect costs.

  • Providing oversight for the annual indirect budget process.

  • Establishing indirect cost rates (labor rates and overhead rates) to ensure appropriate recovery from laboratory programs.

  • Trend analysis and forecasting to advise senior management when corrective actions become necessary.

  • Variance analysis and financial impact modeling.

  • Year-end closing activities including the final liquidation of overhead variances.

  • Supporting internal and external audits and reviews, including development and implementation of corrective actions when required.

  • Providing training and presentations to employees with varying business and accounting backgrounds.

  • Participating in working groups within LANL and among other national laboratories to identify and implement best financial practices.

  • Identifying opportunities and implementing solutions for process improvements.

  • Contributing ideas and efforts related to the management and leadership of the LANL Finance Division.

What You Need

Minimum Job Requirements

  • Broad knowledge and skill set including experience with cost accounting and cost allocation methodologies, financial modeling techniques, application of federal Cost Accounting Standards, and excellent verbal and technical writing capabilities.

  • Demonstrated successful experience in the leadership of a large organization responsible for financial or business operations, including budget formulation, rate development, analysis and technical communication.

  • Demonstrated line management and leadership capabilities, including: institutional perspective; excellent professional judgment and technical acumen; demonstrated strong problem solving skills in working on projects with varied complexities.

  • Successful experience interacting effectively across internal and external organizations at all levels and with stakeholders.

  • Demonstrated experience communicating with and advising mid- to senior-level management on financial issues

  • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively partner with executive management, stakeholders and staff.

  • Knowledge of personnel policies, procedures, and demonstrated skill in their application to selection, training and development, performance evaluation, salary administration and career discussions.

Desired Skills:

  • Knowledge of Laboratory business systems such as Oracle Project Accounting, Recharge Systems, Accrual, Travel System, Oracle Time and Labor, etc.

  • Extensive Knowledge of federal, DOE/NNSA and LANL financial policies.

Education Required: Bachelor’s degree (Master’s preferred) in accounting, finance, business administration or a related field or the equivalent combination of education and relevant work experience. Professional accounting certification in public accounting or management accounting is preferred.

Where You Will Work

The Finance Division Cost Accounting Team(FIN-CAT) is an organization within the Associate Laboratory Directorate for Business Services (ALDBUS). FIN-CAT team members are collectively located in the central administrative hub of the laboratory alongside members of the Controller’s Division with whom they frequently interact . FIN-CAT provides services to stakeholders both within and outside of Los Alamos National Laboratory. Occasional travel is required.
