Los Alamos National Laboratory Earned Value Management SSO (Program Manager 4) in Los Alamos, New Mexico

What You Will Do

The Earned Value Management (EVM) Systems Surveillance Officer (SSO) will assist the EVM Program Manager in executing the review and oversight of the Earned Value Management System (EVMS) program including EVMS Surveillance, EVMS Training, and EVMS Administration. The selected candidate will interface with high-level internal/external customers and may serve as a spokesperson to report status, manage expectations, and warn of upcoming issues to Laboratory senior managers.

The selected candidate will be required to:

  • Maintain required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

  • Support the EVM Program Manager with managing resources, and preparation of deliverables, as needed to maintain a sustainable compliant Earned Value Management System (EVMS) at LANL.

  • Works with the EVM Program Manager to evaluate, develop, negotiate, and maintain partnerships and strategic relationships with DOE/ NNSA customers as well as other agencies. Function as the LANL ambassador for EVMS excellence.

  • Maintain professional interaction and relationships with capital project teams, all levels of LANL management, and a diverse base of federal customer representatives to include Department of Energy Headquarter elements.

  • Identify key business processes for improvement and/or transformation; coordinate initiatives to deliver on required changes using structured process improvement or other appropriate techniques. Support the successful completion of initiatives.

  • Works closely with project and line management to assess EVMS health metrics and supporting programs for data collection through active, passive, and other appropriate EVMS surveillance actions.

  • Assist management in the development of innovative solutions for identified EVMS non-compliances, perform root-cause analysis and recommend appropriate corrective actions.

  • Fosters a mutually respectful work environment that is free from discrimination and harassment.

What You Need

Minimum Job Requirements:

  • Expert level knowledge of EVMS principles, requirements, implementation techniques, and best practices.

  • Demonstrated knowledge and related experience in leading project and/or business management functions in a complex U.S Government site or installation(s).

  • Working knowledge and experience using Primavera, Cobra, and Empower software.

  • Advanced working knowledge and experience with DOE Order 413.3b (c) and associated EIA 748 EVMS guidelines.

  • Demonstrated leadership capability in transformation of business systems and ability to lead next generation business system replacement initiatives.

  • Successful track record of senior level management interaction and demonstration of effective communication skills across organizational boundaries and at all levels.

  • Proven and effective presentation skills that reaches across the spectrum of stakeholders.

Education: Position requires a minimum of a bachelor’s degree and at least 12 years of related experience, or an equivalent combination of education and experience. An advanced degree is preferred.

Desired Qualifications:

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. Employee participation in the Telework Pilot may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
