Los Alamos National Laboratory Electrical Engineer 1-2 in Los Alamos, New Mexico
What You Will Do
This position will be filled at either the Engineer 1 or Engineer 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
As a Utility Electrical System Engineer you will help manage and maintain the primary electrical transmission (115kV) and distribution (13.8kV) system for the Engineering Services – Utilities and Infrastructure Utility Power Team. As a system engineer you will be responsible for facility management, operations, construction, preventative and corrective maintenance, and compliance for NNSAL’s substations, transmission and distribution lines, switchgear, and all other major electrical assets for the UI Division. You will provide subject matter expertise on issues involving primary electrical systems and projects to ensure safety, quality, and reliability. You will participate as an integrated project team member to ensure that all LANL projects are designed and completed to acceptable standards in the area of the primary electrical system. You will contribute to the annual System Health Report of all utility electrical assets and help develop and refine scope and justification for future project funding consideration. You will prepare estimates for new utility tie-in requests and modifications. The successful candidate will be expected to perform the following duties of this position for each level, (but are not necessarily limited to):
Utility Electrical Engineer 1 ($85,400 - $139,600)
Introduction to electrical design and analyses in accordance with the national codes and standards for electrical engineering, including the IBC/IEBC, NESC, NEC, IEEE, NETA, NFPA 70E, and OSHA.
Introduction to utility electrical engineering matters, including all aspects of electrical safety, power quality, power monitoring, system protection, system operation and maintenance, disturbance event analysis, and critical power reliability/redundancy issues.
Introduction to power system studies including Short Circuit, Device Coordination, Load Flow, Equipment Sizing, and Arc Flash for high (115kV), medium (13.2kV) and low (<1000V) voltage equipment.
Contribute to electrical designs for sustainment, restoration, modernization, and construction projects to correct emergency power deficiencies, improve system reliability, and increase power availability for existing and new facilities, and external customers.
Develop electrical details, design/analysis calculations, specifications, etc. that incorporate the applicable design requirements for utility and facility projects.
Interface and coordinate with other engineering disciplines and the customer during the development of project deliverables.
Support the associated safety analyses, hazard evaluations, and lessons learned exercises.
Implement the LANL Conduct of Engineering (COE) Program.
Introduction to configuration management of the Technical Baseline Document List.
Review and implement NERC Reliability Standards and Requirements applicable to NNSAL’s current registration.
Utility Electrical Engineer 2 ($94,100 - $155,700)
In addition to what was outlined at the lower level, at this level:
Perform electrical design and analyses in accordance with the national codes and standards for electrical engineering, including the IBC/IEBC, NESC, NEC, IEEE, NETA, NFPA 70E, and OSHA.
Serve as a point of contact for utility electrical engineering matters, including all aspects of electrical safety, power quality, power monitoring, system protection, system operation and maintenance, disturbance event analysis, and critical power reliability/redundancy issues.
Review and perform power system studies including Short Circuit, Device Coordination, Load Flow, Equipment Sizing, and Arc Flash for high (115kV), medium (13.2kV) and low (<1000V) voltage equipment.
Review and perform electrical designs for sustainment, restoration, modernization, and construction projects to correct emergency power deficiencies, improve system reliability, and increase power availability for existing and new facilities, and external customers.
Coordinate with PNM and Los Alamos County for Bulk Electric System (BES) planning, operation, maintenance, and modifications.
Introduction to overhead distribution and line design and analysis.
Implement configuration management of the Technical Baseline Document List.
Contribute to condition assessment activities and generation of an annual System Health Report.
Perform Utility Impact Studies for new campus developments.
Develop new service installation cost estimates for customers.
What You Need
Minimum Job Requirements:
Utility Electrical Engineer 1
One (1) to Two (2) years of experience in a utility or industrial facility with emphasis on power systems.
Functional computer and networking skills.
Electronics troubleshooting skill and familiarity with diagnostic tools.
Ability to define unprecedented problems, collect data, establish facts, and draw valid conclusions by extending accepted methods or developing new ones.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Ability to develop program work plans designed to improve or expand current service levels.
Additional Job Requirements for Utility Electrical Engineer 2
In addition to what was outlined at the lower level, at the Engineer 2 you will need these skills:
Demonstrated broad-based, engineering experience with projects involving electrical design for new facilities and facility modifications to include site distribution equipment.
Significant experience with electrical design and analyses in accordance with the national codes and standards for electrical engineering, including the IBC, NESC, NEC, IEEE, NETA, NFPA 70E, and OSHA.
Experience working with SKM or ETAP power tools or a similar power system analysis software package.
Familiarity with Power System Load Flow (PSLF) software or similar software for transmission system power flow modeling.
Familiarity with PLS-CADD or similar overhead line design software.
Demonstrated experience with the preparation of design/analysis calculations, specifications, details, drawings, as well as the preparation of special tests and inspections for the electrical discipline.
Knowledge of electrical engineering, principles, design guides and appropriate standards.
Knowledge of engineering work planning coordination.
Excellent communication skills (verbal and written).
Education/Experience at lower level: Position requires a Bachelor’s Degree in Electrical Engineering from an ABET-accredited college or university and 0 to 2 years of practical work experience.
Education/Experience at higher level: Position requires a Bachelor’s Degree in Electrical Engineering from an ABET-accredited college or university and a minimum of 3 years practical work experience to the degree necessary to perform the responsibilities outlined above.
Working knowledge of SEL relays and programming.
Working knowledge of typical electrical system and component testing per NETA, NFPA70B and IEEE Standards and Guides.
Knowledge of LANL Conduct of Engineering Program and DOE Orders and Standards applicable to Utility Electrical System design and implementation.
Engineer in Training (EIT) Certification - or certification that the candidate has passed the Fundamentals of Engineering (FE) exam. Professional Engineer registration desirable.
Working knowledge of PV design, installation, operation, and maintenance.
Working knowledge of Asset Suites.
