Los Alamos National Laboratory Electrical Engineer 3/4 in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Engineer 3 or Engineer 4, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

As a Utility Electrical System Engineer you will help manage and maintain the primary electrical transmission (115kV) and distribution (13.8kV) system for the Engineering Services – Utilities and Infrastructure Utility Power Team. As a system engineer you will be responsible for facility management, operations, construction, preventative and corrective maintenance, and compliance for NNSAL’s substations, transmission and distribution lines, switchgear, and all other major electrical assets for the UI Division. You will provide subject matter expertise on issues involving primary electrical systems and projects to ensure safety, quality, and reliability. You will participate as an integrated project team member to ensure that all LANL projects are designed and completed to acceptable standards in the area of the primary electrical system. You will contribute to the annual System Health Report of all utility electrical assets and help develop and refine scope and justification for future project funding consideration. You will prepare estimates for new utility tie-in requests and modifications. The successful candidate will be expected to perform the following duties of this position for each level, (but are not necessarily limited to):

Utility Electrical Engineer 3 ($103,500 - $172,800)

  • Perform and review electrical design and analyses in accordance with the national codes and standards for electrical engineering, including the IBC/IEBC, NESC, NEC, IEEE, NETA, NFPA 70E, and OSHA.

  • Serve as a primary point of contact for utility electrical engineering matters, including all aspects of electrical safety, power quality, power monitoring, system protection, system operation and maintenance, disturbance event analysis, and critical power reliability/redundancy issues.

  • Perform and review various power system studies including Short Circuit, Device Coordination, Load Flow, Equipment Sizing, and Arc Flash for high (115kV), medium (13.2kV) and low (<1000V) voltage equipment.

  • Review electrical designs for sustainment, restoration, modernization, and construction projects to correct emergency power deficiencies, improve system reliability, and increase power availability for existing and new facilities, and external customers.

  • Develop electrical details, design/analysis calculations, specifications, etc. that incorporate the applicable design requirements for utility and facility projects.

  • Interface and coordinate with other engineering disciplines and the customer during the development of project deliverables.

  • Support associated safety analyses, hazard evaluations, and lessons learned exercises.

  • Implement the LANL Conduct of Engineering (COE) Program and mentor early career employees on the COE requirements.

  • Coordinate with PNM and Los Alamos County for Bulk Electric System (BES) planning, operation, maintenance, and modifications.

  • Review and implement NERC Reliability Standards and Requirements applicable to NNSAL’s current registration.

  • Contribute to condition assessment activities and generation of an annual System Health Report.

  • Update standard detail drawings for incorporation in to the LANL Engineering Standards Manual.

  • Review Utility Impact Studies for new campus developments.

  • Review new service installation cost estimates for customers.

Utility Electrical Engineer 4 ($125,200 - $210,600)

In addition to what was outlined at the lower level, at this level:

  • Conduct associated safety analyses, hazard evaluations, and lessons learned exercises.

  • Lead NERC Reliability Standards Compliance Program implementation and facilitate WECC audits.

  • Lead design requirements and specifications updates and modifications.

  • Review and approve variances and alternative methods to the LANL Engineering Standards Manual.

  • Serve as senior SME for utility electrical systems and technically communicate design, operation, and maintenance requirements to management, customers, peers, and external neighboring entities.

  • Ensure that highest level of safety is being considered in day-today tasks of peers and a safety culture is respected.

  • Develop and review maintenance program scope, frequency, and history of results.

  • Lead system condition assessments and compile an annual System Health report for presentation.

  • Participate in the LANL Electrical Safety Committee.

  • Implement UI process and procedure improvements to enhance productivity and efficiency.

  • Develop and maintain a master power plan for 10-30 year project planning for system upgrades.

What You Need

Minimum Job Requirements:

Electrical Engineer 3

  • Demonstrated experience working with SKM or ETAP power tools or a similar power system analysis software package.

  • Demonstrated experience with Power System Load Flow (PSLF) software or similar software for transmission system power flow modeling.

  • Demonstrated Experience with PLS-CADD or similar overhead line design software.

  • Familiarity with ArcFM GIS Platform tools/software.

  • Experience working with SCADA, RTUs, or other OT hardware and technology.

  • Demonstrated design experience with transmission system protection.

  • Demonstrated experience in a system engineer role helping to develop a preventative maintenance program.

  • Basic knowledge of NERC Reliability Standards, Requirements, and audits.

Additional Job Requirements for Engineer 4

  • Experience in a leadership role as a mentor to other peers, students, or early-career employees.

  • Experience providing senior level design review.

  • Experience providing long-term operational planning and strategic planning for utility reinvestment and asset management.

  • Experience developing and managing complex projects.

  • Experience developing and managing project schedules and resources allocation.

  • Experience conducting or participating in NERC audits and evidence submission

Education/Experience at lower level: Position requires a Bachelor’s Degree in Electrical Engineering from an ABET-accredited college or university and a minimum of 6 years practical work experience or combination of higher level degree and experience necessary to perform the responsibilities outlined above.

Education/Experience at higher level: Position requires a Bachelor’s Degree in Electrical Engineering from an ABET-accredited college or university and a minimum of 12 years practical work experience or combination of higher level degree and experience necessary to perform the responsibilities outlined above. Master’s degree in Electrical Engineering or other related discipline preferred.

Desired Qualifications:

  • Working knowledge of SEL relays and programming.

  • Working knowledge of typical electrical system and component testing per NETA, NFPA70B and IEEE Standards and Guides.

  • Knowledge of LANL Conduct of Engineering Program and DOE Orders and Standards applicable to Utility Electrical System design and implementation.

  • Engineer in Training (EIT) Certification - or certification that the candidate has passed the Fundamentals of Engineering (FE) exam. Professional Engineer registration desirable.

  • Working knowledge of PV design, installation, operation, and maintenance.

  • Working knowledge of Asset Suites.

  • Demonstrated experience in managing and directing the work of others.

  • Demonstrated experience in project management.

  • Demonstrated experience with preparing and managing budgets and having fiscal responsibility for projects and programs.
