Los Alamos National Laboratory Emergency Preparedness Coordinator (Emergency Plng and Prep Spec. 2) in Los Alamos, New Mexico

What You Will Do

The Emergency Management Division - Emergency Preparedness Group (EMD-EP) at Los Alamos National Laboratory (LANL) seeks an emergency management professional to serve as a deployed Emergency Preparedness Coordinator (EPC) assigned to a facility, or number of facilities, to support EMD-EP in its mission to protect life, property, and resources by preparing for disasters and emergencies in an effort to ensure an efficient and effective emergency response and recovery. The selected candidate will be responsible for implementing the LANL Emergency Management Program at the assigned facility in compliance with DOE Order 151.1D, Comprehensive Emergency Management System, and other regulatory and laboratory requirements. This position will also serve as a member of the Emergency Response Organization (ERO) with an assignment in the Emergency Operations Center (EOC) during drills, exercises, and actual emergency responses. This position will report to the EMD-EP Team Leader for Deployed Emergency Preparedness.

Essential Duties

  • Develop, implement, and maintain facility-level emergency management plans, procedures, checklists, schedules, and other documents.

  • Conduct emergency management trainings for workers and first responders.

  • Plan, conduct, and evaluate facility-level abnormal condition drills, emergency drills and facility-level exercises.

  • Collect, analyze, consolidate data, and write technical reports such as self-assessments, summary reports, and after action reviews.

  • Plan and lead meetings to develop solutions to solve complex emergency preparedness issues at the facility level.

  • Collaborate and interact with all levels of personnel at the Laboratory, as well as other individuals across the DOE Complex, NNSA Field Office, and state and local agencies.

  • Other duties as directed by responsible manager in support of group, division, directorate, or site-level missions.

What You Need

Minimum Job Requirements

  • Five years of experience related to the position description.

  • Knowledge of emergency management principles, concepts and practices.

  • Demonstrated experience leading teams of diverse professionals to achieve desired outcomes.

  • Demonstrated experience developing policies, plans, procedures, and related documentation.

  • Demonstrated experience conducting training or instruction for diverse audiences.

  • Demonstrated ability to plan, conduct, and evaluate abnormal condition drills, emergency drills, and facility level-exercises.

  • Demonstrated experience communicating effectively in verbal and written communication.

Desired Skills

  • Facility operations experience at DOE site or facility.

  • Experience developing and/or implementing a DOE Order 151.1D compliant emergency management program at a DOE site or facility.

  • Formal training, knowledge and experience with the Incident Command System and the National Incident Management System.

  • Certified Emergency Manager (CEM) through the International Association of Emergency Managers.

Education Required: This position requires a bachelor’s degree.Master’s degree preferred.

The Emergency Preparedness Group ensures an all-hazards approach during preparedness activities including readiness assurance, training, drills, exercises, self-assessments, and facility preparedness. The Emergency Preparedness Group minimizes the consequences of an emergency event and maximizes the effective protection and safety of workers, the public, the environment, and ensure the laboratory’s mission and national security are maintained.
