Los Alamos National Laboratory Engineering Manager 3 in Los Alamos, New Mexico

What You Will Do

Come and join an innovative team conducting groundbreaking research in defense of our nation. The Engineering Services-Engineering Project Delivery Group is seeking an Electrical Engineering Manager 3 to join our team.

As the Electrical Engineering Manager, you will manage, oversee, and plan the activities of the Electrical Engineering Design Group and ensure that the technical aspects of Electrical and Instrument and Control (I&C) projects are designed in full conformance with approved national consensus codes, LANL Conduct of Engineering, and sound engineering judgement. The manager will have full technical responsibility for interpreting, organizing, executing, and coordinating tasks assigned to the group. In addition, the manager will develop new programs, including personnel qualifications, within and among disciplines and across the division, to move projects forward, and continuously improve the organization and its personnel.

An important aspect of this position will be hiring, development, and evaluation of personnel to ensure engineering and laboratory requirements are met. The manager will be an integral part of the Engineering Project Delivery group in the development and administration of budgets, schedules, and performance standards for the organizational unit.

Electrical Engineering Manager 3 ($110,400 – $186,300)

The Electrical Engineering Manager Engineer 3 will be viewed as a senior manager in the Engineering Services-Engineering Project Delivery group leading a team of Electrical and I&C Engineers responsible for design and implementation of projects; organization and direction of electrical engineering staff; and acting as an engineering liaison to the other design organizations on site. Other duties will include, but not limited to:

  • Manage and lead the Engineering Services Division Engineering Project Delivery’s (ES-EPD) Electrical Engineering team. This team is responsible for providing Electrical and Instrumentation & Control (I&C) design solutions associated with Line Item projects, General Plant Projects (GPP), and facility Operation and Maintenance (O&M) tasks.

  • Ensure that you and your assigned staff, individually and collectively, provide design solutions that meet customer requirements, will be implemented successfully, and provide the best value in support of LANL missions (Effective Engineering).

  • Ensure project designs meet project requirements and are approved for construction in accordance with LANL Engineering Standards.

  • Cultivate and maintain positive relationships with Engineering Services customers.

  • Ensure timely delivery of quality products and services that meet customer requirements, to include, but not limited to:

  • Develop cost and schedule estimates for Electrical and I&C projects.

  • Meet cost and schedule commitments.

  • Review progress against approved costs and schedules, evaluate changes and, where necessary, implement and clearly communicate change control.

  • Communicate issues early to customers and EPD management to minimize impacts and facilitate recovery.

  • Maintain and revise LANL Electrical Engineering Standards, Master Specifications, and Standard Drawings, as needed.

  • Ensure team maintains required safety and security training and compliance documents; make safety and security an integral part of every task, including taking steps to stop work if unsafe conditions exist or security is compromised.

  • Participate in the management of assigned employees, including: forecasting staffing requirements, recruiting and hiring qualified personnel, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.

  • Participate in the planning, coordination, and implementation of engineering management assessments for engineering design activities.

  • Assist the ES Division with audits and assessments by DOE and NNSA representatives and other external entities

What You Need

Minimum Job Requirements:

  • Requires advanced technical knowledge and experience in Electrical (Power) and I&C engineering, such as general design, building automation systems, process control, equipment design and installation, construction practices, configuration management, and Design Change Control. This would include experience in facility-based design and construction projects.

  • Knowledgeable of the application of International Building Codes (IBC), National Electrical Code (NEC), Institute of Electrical and Electronics Engineers (IEEE), and International Existing Building Codes (IEBC)

  • A general understanding of technical baseline documentation, safety basis, and configuration management as they apply to nuclear and non-nuclear facility design and maintenance.

  • Strong interpersonal skills as well as excellent verbal/written communication skills, and the ability to effectively communicate across all levels of management and staff.

  • Demonstrated capability in successfully managing customer relationships; includilng proficiency in negotiating with customers/representatives regarding scope, schedule, and budget.

  • Proven multi-disciplinary leadership and management in technical direction/goal setting; personnel management skills; and budgeting of design projects

  • Proven customer focus with the ability to translate customer needs and wants into effective designs.

  • Management or supervisory experience

  • The ability to qualify as an Electrical Safety Officer within 2 years of hire date.

Education/Experience: Bachelor of Science degree in Electrical Engineering, or closely related engineering from an ABET Institution with at least eight (8) years’ experience in Electrical Engineering design.

Desired Qualifications:

  • Advanced engineering or technical degree

  • Current NCEES registration as a Professional licensed Engineer

  • Demonstrated working knowledge of LANL Engineering Standards, LANL Conduct of Engineering principles, DOE orders/standards, or commercial equivalencies.

  • Knowledge of related non-reactor nuclear codes, standards, best engineering practices, and safety basis concepts. This can include experience with development of planning and modifications to operating non-reactor nuclear facilities (HC2 & 3), or the commercial equivalent.

  • Advanced experience in both Design-Bid-Build and Design-Build project execution projects.

  • Knowledge of the LANL Electrical Safety Program or commercial equivalent.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
