Los Alamos National Laboratory Engineering Manager 4 in Los Alamos, New Mexico

What You Will Do

Engineering Services (ES) Division of LANL develops, maintains, and applies a diverse set of engineering capabilities providing innovative engineering solutions that enable the Laboratory's scientific and national security mission. The Engineering Manager 4 position provides senior engineering management oversight for LANL’s Cognizant System Engineering (CSE) program, Conduct of Engineering (CoE) processes, and International Building Code (IBC)/Owner’s Inspection team at LANL. In addition, this position will be responsible for providing deployed engineering staff to the Maintenance & Site Services (MSS) organization where they will serve as subject matter experts related to developing and implementing institutional preventative maintenance requirements.

The CSE program element includes training and qualification of system engineers for Vital Safety Systems (VSSs) in LANL nuclear facilities. The CoE program elements include the development and management of engineering processes, procedures, standards, training, and qualification requirements that are generally applicable throughout the life cycle of a facility. These exist to effectively manage risks and satisfy customer requirements, needs, and expectations in a safe, secure, cost effective, and environmentally responsible manner. The IBC/Owner’s Inspection element includes performance of these types of inspection activities for LANL project and maintenance activities in support of the LANL Building Official, and associated program implementation responsibilities.

The successful candidate will be expected to manage the continued implementation of the CSE program, including management of the talent pipeline, and integration of the CSE program with maintenance functions for VSSs within LANL nuclear facilities in accordance with applicable federal, state, and local laws, regulations, codes, and standards; serve as Subject Matter Expert (SME) in developing and implementing guidance for facility maintenance and system monitoring requirements for the Laboratory; manage and sustain the CoE and LANL Engineering Standards Program functions and oversee the implementation of these programs, including coordination with the conduct of maintenance program; manage the continued implementation of the IBC/Owner’s Inspection program associated with project and maintenance activities, including program/process development, training and qualification maintenance, and oversight of contracted 3rd party inspection services; provide expert advice and consultation to Engineering Services management related to deployed staff needs; support the MSS organization by providing engineering staff for the development and implementation of institutional preventative maintenance requirements; develop staffing plans in accordance with customer requirements and within budget constraints, perform recruiting and hiring activities to implement those plans; apply broad, cross-discipline knowledge in the resolution of complex technical issues and facilitate consensus among various stakeholders.

What You Need

Minimum Job Requirements:

  • High-level technical experience in design engineering and/or system engineering for nuclear or industrial facility operations, including extensive experience in the identification of nuclear and high-hazard facility system life-cycle degradation and management.

  • Extensive knowledge/experience with the concept of engineering formality, applications of engineering methods, and technology aided engineering tools for conventional and non-conventional engineering problems.

  • High-level experience building and/or sustaining CSE capability around Vital Safety Systems (VSS) assessments and System Health Reporting (SHR) for DOE nuclear facilities

  • Demonstrated, experience serving as a key advisor to deployed engineers, developing and implementing guidance for all activities linked to the maintenance and reporting of VSSs

  • Expert knowledge of industry, regulatory and DOE/NNSA complex codes, standards, and criteria pertinent to Conduct of Engineering, Configuration Management and Systems Engineering such as DOE O 420.1C, DOE STD-1073, NQA-1 and nuclear facility safety basis implementation.

  • High-level experience developing and maintaining Engineering Standards for design, construction, commissioning and maintenance of facilities and SSCs.

  • Experience with the performance of IBC Section 110 and Chapter 17 special inspections, Owner’s inspections associated with IBC and other codes/standards (e.g., ASME), and review of associated reports for adequacy.

  • Expert knowledge of engineering work planning and control methods, engineering maintenance techniques and construction methodologies and performance based indicators.

  • Demonstrated management experience in the professional development of a multi-discipline group of engineers

  • Working knowledge of group financial management and business plan development

Training/Certifications: Registration as a Professional Engineer

Education/Experience: Bachelor of Science in an engineering discipline from an ABET-accredited college or university. Advanced technical degree desired.

Desired Qualifications:

  • Expert knowledge of Engineering principles and procedures, safety basis interaction, design guides, appropriate standards, and administrative practices as applied to DOE non-reactor nuclear and high hazard facilities

  • Registration as a professional engineer
