What You Will Do
Use your skills and subject matter expertise to develop and lead the Waste Certification and Assessments program, and associated subject matter experts on the team, for the Environmental Protection and Compliance – Waste Management Programs (EPC-WMP) group at one of the most important research institutions in the world. Los Alamos National Laboratory is looking for an outstanding Environmental Waste Manager to enhance the leadership and working experience for our employees while supporting cradle-to-grave waste management for non-hazardous, hazardous, chemical, and radioactive wastes.
Reporting to the EPC-WMP Group Leader, the Environmental Waste Manager (team-level manager) is responsible for driving operational excellence; acting as the manager for the team with a focus on creative problem solving; reporting operational performance metrics; managing projects and generating high quality deliverables; and overseeing waste characterization reviews, assessments for compliance with the institutional waste policy, and package and waste certification activities for off-site waste transportation and disposition. You will help motivate team members to achieve and exceed goals, milestones, and deliverables; contribute directly to the Laboratory Agenda on waste initiatives; and will help foster a professional and collaborative working environment. While meeting waste management commitments, you will be driving process improvements and developing the skills and morale for a team of approximately 20 waste management professionals.

Minimum Job Requirements:
Demonstrated experience providing effective technical, project, and professional leadership and management to an inclusive team/organization in all aspects of organizational management including directing assignments, mentoring, capability and talent development, personnel retention, recruiting, performance and salary management, and succession planning, while ensuring a safe and secure work environment. Demonstrated personnel management experience fostering a mutually respectful and inclusive work environment free from discrimination and harassment, encouraging open communications, engaging with workers in the field, rewarding positive behavior, and addressing deficiencies through accountability.
Compliance Assessments and Waste Certification
Advanced knowledge and experience in implementation and performance of regulatory waste management compliance assessments and activities; certification of waste shipments to Nevada National Security Site; waste planning, characterization, packaging, storage, certification, transportation, and disposition; waste acceptance criteria compliance; development and resolution of corrective actions; and training and qualification of waste workers.
Experience collaborating across organizational boundaries with developed communication and interpersonal skills; professionally interacting with managers, regulators, customers, and waste generators; fostering effective mutually beneficial working relationships with the ability to change mindsets or gain acceptance to maintain compliance without damaging relationships.
Strategic Planning and Tactical Execution
Strong record of strategic planning for short- and enduring long- term missions, technical advocacy, innovation, and operational excellence in executing complex technical programs, setting objectives, managing risk, eliminating obstacles and challenges, meeting milestones, and communicating progress.
Experience applying project management principles to establish and achieve project scope, schedule, budget, and deliverables while managing risk without compromising compliance. Experience developing, charting, and reporting program/project metrics to build cases for business decisions, necessary change, measured progress, and demonstrated success.
Education and Years of Relevant Experience
Position requires a Bachelor’s Degree from an accredited institution and 5 years related experience or an equivalent combination of education and experience directly related to the occupation.
Federal and State Regulations
Knowledge and experience with federal and state environmental and waste management regulations, policies, and procedures including but not limited to the RCRA, Hazardous and Solid Waste Amendments, Hazardous Waste Packaging and Transportation, and Radioactive Materials Shipping.
Additional Education and Certifications
Advanced degree in a related field and/or current NQA-1 assessment certification.
Previous experience managing a waste or environmental organization or program in the Federal sector and/or DOE/NNSA nuclear complex and/or knowledge of Los Alamos National Laboratory structural organization, policies, history, and culture.
Active DOE “Q” or other Top Secret clearance.

This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
