Los Alamos National Laboratory Functional Integration Manager (Project-Program Director 6) in Los Alamos, New Mexico

What You Will Do

Los Alamos National Laboratory has established a new Directorate to manage the execution of major capital projects related to infrastructure required to meet plutonium pit production deliverables. This is an opportunity for an exceptional project professional that will work directly with senior leadership to ensure resources for project management and all related functions are capable and available for our new Plutonium infrastructure Directorate with a $7B of capital construction project portfolio. The Directorate is at the center of execution on capital projects in and around the Los Alamos National Laboratory’s plutonium pit production facilities for U.S. nuclear weapons and is focused on sustaining the current stockpile; providing life extensions of the stockpile; and helping shape a globalized nuclear world. Reporting to the Senior Director for Project Execution of the Associate Laboratory Director for Plutonium Infrastructure this position is critically important to the safe and efficient execution of infrastructure projects. The Functional Integration Manager is accountable to the Senior Director for Project Execution to lead and to ensure that the processes and staff that make up the functions of Project Management (PM) are in place and effectively implemented. The functions of PM include Project Management, Cost and Scheduling, Estimating, Construction Management, Startup and Commissioning, and the incorporation of deployed functions from other Directorates across the Laboratory, such as engineering, safety, QA, procurement, and records management. The Manager of Functions is responsible for providing qualified people through deploying from other organizations, direct hiring, transfer between Laboratory organizations, parent-company reach-back, subcontracting, and other means. The Functional Integration Manager is also responsible to improve, develop, and implement effective and efficient process resources for the completion of capital asset project within the Plutonium Infrastructure portfolio.

The Functional Integration Manager has the overall responsibility to lead the ALDPI Functional Integration Program Office. Acquiring, training, deploying, and balancing the staffing needs of capital asset projects across ALDPI; developing, implementing, maintaining, and assessing compliance to project management processes employed at LANL and in use at ALPI; Establishing Integrated Safeguards and Security management for the Functional Integration Office in accordance with Laboratory requirements;

Working closely with the Associate Laboratory Director for Plutonium Infrastructure (ALDPI), the Senior Director for Project Execution, and the deployed functional leaders across to meet ALDPI and Laboratory objectives; Collecting, analyzing, and distributing project related data to ALDPI, ALDPI organizations, and project stakeholders with efficient and beneficial processes.

What You Need

Minimum Job Requirements:

Technical Leadership

Experience as a senior manager or similar position leading and managing a large, complex organization.Demonstrated management experience relating to all project management functions. Proven extensive knowledge of project management, estimating, cost and scheduling and construction management. Demonstrated record of effective project, resource, and personnel management.

Coalition Building

Demonstrated success guiding and supporting field efforts with expertise and experienced counsel.

Experience developing effective management teams, delegating work and developing/implementing project management processes and training.

Personal Leadership

Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development, and effective oral and written communication skills.

Compliance and Security

Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive or classified environment. Demonstrated commitment to safety and security.


Position requires a Bachelor’s Degree (Master’s preferred) from an accredited institution in an engineering or project management discipline and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:


Knowledge of LANL management systems and requirements, including personnel, budgeting, procurement, and safety. Knowledge of Triad parent-company and subcontractor resources to facilitate reach back.

Government Agencies

Experience working effectively with NNSA or other government agencies. Experience with DOE O 413.3 Program and Project Management for the Acquisition of Capital Assets and implementing an Earned Value Management System in compliance with ANSI/EIA-748

Active Clearance

An active DOE “Q” (Top Secret) clearance.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
