Los Alamos National Laboratory Information Systems Security Officer/Engineer (Cybersecurity Technical Staff 2/3) in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Cybersecurity Technical Staff 2/3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Sensitive & Special Operations (SSO) Division provides a secure and compliant TS/SCI level environment for the execution of National Security programs through the use of classified networks and systems. The Special Security IT & Cyber Operations group (SSO-3) currently manages several classified networks and has an ongoing commitment to provide desktop, server, and network support and services to the LANL Field Intelligence Element (FIE) and other Government agency Intelligence Community users.

We are seeking an experienced cyber security professional to join our team as an Information Systems Security Engineer (ISSE). The Cyber Security Team plans, coordinates, and assists with security compliance and accreditation related to physical network and IT systems, including security plan management, TEMPEST, and COMSEC. The ISSO/E contributes this dynamic team by:

  • Working as a self-initiated contributor to the cybersecurity and compliance of LANL’s information systems

  • Representing the best interests of LANL/FIE and the LANL customer base

  • Assisting in the development of SCIF accreditation packages, including COMSEC and TEMPEST

  • Assisting in the development and processing of ATO packages

  • Partnering with LANL/FIE IT stakeholders, IT management, and federal oversight partners to support compliant IT initiatives

Cybersecurity Technical Staff 2 ($85,400 – $139,600)

As Cybersecurity Technical Staff 2, you will be employing your technical skills and project management skills to meet cybersecurity planning and monitoring needs in support of cutting edge research in the national security enterprise. Employment of SPLUNK, NESSUS and various other tools, as well as continuous learning of new software tools are necessary, as well as an analytic mindset to interpret vast amounts of data. Incident response and incident management will also be required to support ongoing operations. Review and implementation of risk management plans, instituting security protocols, enforcement of cybersecurity policies, system security plan development and supporting basic diagnostic research will be expected.

Cybersecurity Technical Staff 3 ($103,500 – $172,800)

In addition to what was outlined at the lower level, at this level your leadership and management skills will be utilized to ensure compliance with multiple frameworks of cybersecurity. Personal initiative, dynamic problem solving skills, as well as leadership of a diverse team will be necessary for success at this level. Independent refinement of cybersecurity requirements into information technology components and systems through design and configuration will be part of the daily duties for this position. Creation of risk management plans, review of security controls, instituting security protocols, enforcement of cybersecurity policies and running basic diagnostics will be expected. Communication skills are a must, as is a forward looking and thinking attitude.

Technical Expertise

  • Proven experience in evaluating new tools, researches exploitation methods and techniques, and proposes effective solutions to cyber security issues.

  • Thorough knowledge of and experience in one or more of the following disciplines: computer science, information security, information assurance, or cyber security.

  • Thorough technical knowledge of classic and contemporary cyber threats and vulnerabilities

  • Basic understanding of industry regulatory guidance and governance specific to cyber security.

Training

  • Experience or certified training in cyber incident response

  • Experience or certified training in continuous monitoring of various information systems

Communications

  • Proven ability to exercise sound judgement and communicate cyber methodologies, techniques and evaluation criteria for obtaining results.

  • Demonstrated effective team member skills to foster cooperation and professionalism to achieve customer satisfaction and mission execution.

  • Proven effective written and oral communication skills.

Clearance

  • Ability to obtain a DOE Q and TS/SCI Clearance

Technical Expertise

  • Advanced knowledge of information security practices, policies or procedures

  • Experience composing technical documentation such as IT security plans

  • Advanced knowledge of and experience in one or more of the following disciplines: computer science, information security, information assurance, or cyber security

  • Demonstrated success in supporting mission organizations through IT based solutions

  • Advanced knowledge and experience with various cyber security frameworks such as NIST and the RMF process

Communication

  • Demonstrated success in taking initiative and implementing process improvements

  • Excellent team member

  • Demonstrated ability to communicate complex technical issues with both technical and non-technical audiences

Clearance

  • Ability to obtain a DOE Q and TS/SCI Clearance

Education/Experience at lower level: Position typically requires a bachelor’s degree (master’s preferred) in a technical field and a minimum of 4 years’ related experience, or an equivalent combination of education and experience. At this level post graduate work may be expected.

Education/Experience at higher level: Position requires a Bachelor’s Degree and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level post graduate work may be expected. An advanced degree in a relevant technical field is desired.

Desired Qualifications:

  • Advanced knowledge of institutional tools/technologies and their various applications

  • Advanced knowledge of DOE-IN and/or DOD and national policies related to information assurance

  • Technical knowledge of networking technologies and concepts

  • Experience with IT/cyber audits and assessments

  • Experience with COMSEC and TEMPEST

  • Master’s degree in a related technical field

  • Active DOE Q and TS/SCI Clearance.
