What You Will Do
Join the Network and Infrastructure Engineering (NIE) Division of the Information & Technology element of the Associate Level Directorate, Business Management (ALDBUS) as a Program Manager 3. NIE Division provides the technical communication and workplace infrastructure services for the "desktop to teraflops" cyber workplace for the Laboratory.
The IT Program Manager 3 will be responsible for the NIE Portfolio. This is approximately a $65M portfolio including direct, indirect, and recharge funding that enables the LANL Telecommunications and IT Infrastructure to operate and provide services to the Laboratory, and includes both projects an operations.
What You Need
Minimum Job Requirements:
Demonstrated experience providing leadership and planning for management of projects and/or portfolios.
Demonstrated experience interacting with all levels of personnel including customers, project stakeholders and managers and oversight.
Documented track record of building collaborative teams across technical focus areas, organizations, or other existing boundaries to achieve a consensus with regards to priorities and work product.
Demonstrated experience identifying potential portfolio risks and mitigation and recovery strategy strategies.
Regulation and Compliance
Advanced-level knowledge and experience with applicable IT governance, enterprise architecture, information architecture, or IT systems engineering.
Program and Project Management
Advanced knowledge and demonstrated project and program management experience managing medium to large programs, including: defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; managing change control, and managing risk.
Advanced knowledge of project management principles and financial management tools, methods and policies.
Education/Experience: Position requires a Bachelor’s Degree in a related field and 8 years of experience; or, an equivalent combination of education and experience directly related to the occupation. Postgraduate degree in related field may serve as years of related experience.
Knowledge of Waterfall, Agile, Scrum, Kanban, Lean Six Sigma, and advanced-level of experience in working with scrum teams, scrum master, and product/service owners.
Knowledge of DOE/NNSA regulatory and LANL requirements related to programmatic work of assigned IT and IS portfolio(s).
Demonstrated experience in management of cross-organizational IT and information security projects and programs within DOE/NNSA.
Understanding of LANL’s and DOE/NNSA’s IT networks and cyber security processes
Working knowledge of finance and cost accounting principles as they apply to projects and programs at LANL.
Professional certification (e.g. Project Management Professional (PMP), Microsoft Certified Solutions Expert (MCSE), Certified Information Systems Security Professional (CISSP), Cisco Certified Network Associate (CCNA).
Active DOE Q clearance
