What You Will Do
This position will be filled at either the IT Project Manager/ Scrum Master 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
This posting is for an IT Project Manager 2/3 (Scrum Master) in the Information Technology Project Management (ITPM) Group in the Service Innovation Division, which is part of the Associate Laboratory Directorate for Business Management (ALDBUS). The SI-ITPM group provides IT project and program management, including Agile methodologies to ensure IT projects achieve success and deliver expected outcomes within scope, schedule, and budget.
This position will serve as a Scrum Master for one or more software applications development projects. We’re looking for someone with experience in Agile frameworks: scrum techniques and artifacts (such as definition of done, user stories, automated testing, backlog refinement); a track record of recent education in Scrum, such as training, conferences, user groups, self-study, etc.; knowledge of one or more Agile frameworks (Scrum, XP, Kanban, Nexus, LeSS, SAFe, Crystal, FDD, etc.); and knowledge and experience with Agile best practices (e.g. user stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing, Agile Games).
IT Project Manager/ Scrum Master 2 Responsibilities ($85,400 - $139,600)
Working with a development team, the IT Project Manager/Scrum Master 2 facilitates the timely completion of multi-discipline information technology (IT) projects of low to moderate levels of complexity and scope. They use specific knowledge about Agile to lead other agile-experienced teams to achieve IT objectives teams. Facilitates development teams to plan, track and execute work. Manages timelines and resolves impediments for agile team projects. Understands and adheres to all Laboratory and regulatory guidance and governance specific to the project work. Ensures adherence to quality standards and reviews project deliverables. Maintains relationship with customers and stakeholders to understand and be responsive their issues or concerns and works close with the project team and Information & Technology (I&T) staff regarding delivery of specific products and projects.
IT Project Manager/ Scrum Master 3 Responsibilities ($103,500 - $172,800)
In addition to what was outlined at the lower level, at this level, the IT Project Manager/Scrum Master facilitates the timely completion of multi-discipline information technology (IT) projects of moderate to high levels of complexity and scope. They will be expected to be a Scrum Master for 2 teams simultaneously and lead transition work from waterfall to the Agile Framework. They coach and facilitate development teams to plan, track and execute work. Manage timelines, resolving impediments and coaching team members on Agile principles and practice. Advanced knowledge of the Scrum framework and the ability to coordinate people and projects, keeping focus on deliverables and outcomes. Sometimes contributes to the development and/or implementation of new standards and methods. Work is accomplished without considerable direction and frequently coordinates the activities of other personnel.

Minimum Job Requirements:
Excellent communication and servant leadership skills, problem-solving and conflict-resolution ability, and outstanding organizational skills.
Some knowledge of software development methodologies, tools and processes, including source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
Knowledge and experience with successful Agile best practices and framework.
Knowledge and experience in playing the Scrum Master role for at least one year for a development team.
Excellent written and verbal communication, listening, and presentation skills.
Familiarity with software development.
Additional Job Requirements for IT Project Manager/Scrum Master 3:
In addition to the requirements outlined above, qualification at the higher level requires:
Advanced knowledge and experience in playing the Scrum Master role for at least three years for a development team.
Advanced knowledge and experience with successful Agile best practices and frameworks.
Advanced knowledge of IT environments and application development methodologies.
Education/Experience at lower level: Requires a Bachelor’s Degree and 4 years of experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Requires a Bachelor’s Degree and 8 years of experience; or, an equivalent combination of education and experience directly related to the occupation.
Training/Certifications: Scrum master certification (CSPO, CSM, or equivalent) desired for lower level, but required for higher level.
Experience in assisting an organization’s transition from waterfall methods to an Agile environment.
Experience working in a government or national laboratory environment.
Experience being on various development teams in a variety of different contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc.)
The Project Management Professional (PMP) credential is desired for both levels.

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
