Los Alamos National Laboratory Knowledge Management Specialist 1/2 (Technical Project Manager 1/2) in Los Alamos, New Mexico

What You Will Do This position will be filled at either the Technical Project Manager 1/2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

We are looking for candidates who are highly motivated, collaboration-oriented, and excited to contribute to an expanding team of people who are passionate about weapons mission technical knowledge capture and transfer. As a technical project manager for knowledge management, you will contribute to the Laboratory weapons program mission by developing tools and processes for identifying essential knowledge in weapons mission areas; implementing knowledge management program initiatives, and contributing to the overall knowledge management strategic framework.

Technical Project Manager 1 $77,300-$126,000

The Technical Project Manager 1 knowledge management specialist uses their entry-level knowledge of project management and understanding of knowledge management methods to lead discrete knowledge management intiatives that support the weapons program.This position will support services and tools such as the weapons video service, weapons learning programs, technical knowledge capture, weapons orientation programs and tours, and/or ontology development. The position requires exceptional customer support, creative solution-building, processing of classified materials, and developing knowledge management-related documentation and webpage content.

Technical Project Manager 2 $94,100 - $155,700

In addition to what was outlined above, at the higher level the knowledge management specialist uses their proficiency in project management and expertise in knowledge management principles and methods to lead moderately-complex, cross-cutting knowledge management projects that support the breadth weapons program. At this level, the position will apply expertise in linguistics or ontologies, organizational knowledge capture and transfer, and/or knowledge management principles and methods to develop strategies and tools for technical knowledge retention and innovation.

Minimum Job Requirements:

The Technical Project Manager 1 role requires an experienced professional with analytical aptitude, strong organizational skills, ability to perform a wide variety of duties with minimal supervision, ability to get along with and lead others, and strength in building relationships across organizations.

Communication - Excellent interpersonal and communica ti on skills and the ability to interact with a variety of customers across organizational boundaries . Experience in soliciting information and cooperation from multiple levels of personnel; proven experience preparing clear, concise and informative reports and correspondence.

Knowledge Management - Experience in developing and implementing knowledge management initiatives such as knowledge capture and/or knowledge sharing. Demonstrated experience implementing software application(s) for content management. Experience in documenting processes, tools, and/or procedures.

Project Management - Entry‐level knowledge of project management of technical or opera ti onal work, including developing project plans, budge t ing, work packages, and performance tracking. Ability to be self-directed and also provide leadership and tac ti cal planning for execu ti on of small and/or less‐complex projects.

Additional Job Requirements for Technical Project Manager 2:

In addition to the requirements outlined above, qualification at the higher level requires:

Skillful Project Management: Demonstrated ability to lead moderately-complex, cross-cutting projects.

Knowledge Management Methodologies Implementation Demonstrated applied expertise in linguistics or ontologies, organizational knowledge capture and transfer, and/or knowledge management methodologies.

Strategic Knowledge Management Communication Proven experience in writing strategies for knowledge capture and/or transfer programs.

Desired Qualifications:

Additional attributes that may make a candidate even better in this position include a broad familiarity of the Weapons Program, the ideals of knowledge management, ability to interact with weapons programs experts, and access and experience with mission and institutional tools for supporting the KM project team.

Program knowledge - Working knowledge of weapons program mission scope and people, especially weapons production and/or weapons physics.

Operational knowledge -- Experience working with Laboratory business systems and other operations tools.

Evaluation - Experience establishing and creating program evaluation and metrics tools.

Classified Matter - Experience working in and with classified content, systems and tools.

Education/Experience Technical Project Manager 1 :Position requires a Bachelor’s Degree from an accredited institution and 2 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience Technical Project Manager 2 :Position requires a Bachelor’s Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Preference will be given to candidates with an advanced degree in a related field. A Project Management Institute certification is preferred for this level.

Location: This position will be physically located in Los Alamos.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
