Los Alamos National Laboratory Life Cycle Programmatic Equipment Program Manager (Program Manager 4) in Los Alamos, New Mexico

What You Will Do

The Life Cycle Programmatic Equipment (LCPE) Program Manager is responsible to the Program Directors for Integrated Nuclear Programs (INP-DO), Integrated Strategic Planning (INP-ISP), Plutonium Operations (INP-PuO), and Programmatic Equipment (INP-PE). As a direct report to INP-PE this position will support the overall needs of operations for reliability and availability of programmatic equipment. This position is directly responsible for the long-range plan development for all programmatic equipment effecting nuclear operations within Associate Laboratory Directorate for Weapons Production (ALDWP), primarily in Actinide Operations (AOO). This will include but not be limited to the following integration efforts:

  • Update and distribution of the Equipment Item List (EIL), in conjunction with Integrated Strategic Planning

  • Updating priority tables and metrics in support of a robust preventive maintenance program in conjunction with the TA-55 Facilities Operations Director and AOO

  • Developing and maintaining the tier 1 plan for the following equipment installation and related scopes encompassing a 7-year horizon window:

  • 10 pit per year equipment and support of integration of LAP efforts in conjunction with ALD Plutonium Infrastructure (Pi) and Program-Project Interface

  • Advanced Recovery and Integrated Extraction System (ARIES project), Material Recycle, Recovery, and Storage Projects (MRR), and Radioisotope Power Supplies (RPS) and related National Aeronautics and Space Administration (NASA)

  • New installation projects, balance of plant projects, replacement and upgrade of process equipment in support of programmatic needs

  • Support measurement and reporting efforts for the Program Director of Programmatic Equipment and in alignment with and integrated within the overall ALDWP production priorities

  • Ensure the completeness of the project and maintenance risk profiles by project, capability, operational line need and operational room as both the installation and maintenance programs and overall detail and completeness of the programmatic portfolio. This function is executed in conjunction with the INP-DO risk manager

It is expected this program manager will effectively coordinate between the several managers responsible for production, maintenance, capital installation and project controls, to ensure an aligned product. This person will be responsible for schedule quality and fidelity (including fragnet detail) in conjunction with the life cycle plan and will coordinate and facilitate program reviews consistent with the needs of ALDWP, AOO, Integrated Nuclear Programs and, in association with the several programmatic sponsor’s needs, for National Nuclear Security Administration (NNSA/NA) 11, 12, 13, 19, and 23 and with close association with NA-50 and 70.

Program Management:

Expert-level knowledge of and consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

SKAs:

Demonstrated experience and ability to illustrate master of three of the following five capabilities:

  • Capital equipment installation

  • Program and project management

  • Strategic asset planning and management

  • Production line expertise

  • Maintenance management and planning

Communication:

Consultative experience in developing and nurturing effective high-level external and internal customer relationships.

Collaboration: Consultative experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, resolving conflicts, as well as negotiation and integration.

Communication:

Excellent oral, written and presentations skills.

Education/Experience: Requires a Bachelor’s Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected. Project Management Professional Certification is preferred.

Desired Qualifications:

Leadership:

Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.

Team Building:

Demonstrated experience developing and managing a team to achieve a defined set of deliverables and milestones.

SME:

TA55 Production line experience.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
