What You Will Do_

The Capital Projects organization is responsible for all capital project execution, facility maintenance, and logistics, as required to meet the infrastructure needs at the Los Alamos National Laboratory (LANL). These projects represent a range of mission critical facilities to typical infrastructure and utility upgrades or improvements. This position also requires supplying trained and qualified project staff and processes/procedures to projects across Los Alamos National Laboratory (LANL).

The functions of the MOP include recruiting, staffing, development, training, and maintaining Project Managers capable of managing this work across the site and for developing the project management tools required to effectively complete each project. Project Managers are responsible for establishing, and then achieving the cost and schedule objectives, for reporting on project status to all stakeholders including the program sponsors, and for leading the Integrated Project Teams (IPTs) that execute the work.

The successful candidate will work closely with the other managers and stakeholders on strategic and tactical planning to include budget planning and funds management, scope management, make-buy decisions, acquisition strategy, commercial management, and execution to established plans and procedures, as well as budget planning. The successful candidate is also responsible for supplying trained and qualified Project Managers to the site. The MOP is also responsible to improve, develop, and implement effective and efficient process resources for the completion of projects at the Laboratory.

The MOP is responsible for directing project managers in the overall execution of LANL assignments on projects. This position must ensure that the project objectives meet the customer’s scope requirements and are safely fulfilled within cost and schedule constraints.

The selected candidate must understand and be committed to the Laboratory's continuous improvement process and leadership principles.

What You Need

Minimum Job Requirements:

  • Five years of management experience with a demonstrated record of effective leadership and management in the following areas: personnel management, financial management, earned value management, safety and security management

  • Demonstrated advanced knowledge of construction, engineering/architecture, procurement and other project-related activities, including their interfaces and interdependencies.

  • Strong project management background and understanding of financial analysis, estimating and planning concepts.

  • Demonstrated record of success in managing construction projects including proactively managing changes in project scope, identifying crisis areas, and devising contingency/recovery plans.

  • Direct experience managing a portfolio of projects or large Line Item Projects, delegating project work, and being able to report on project status to include delegated work.

  • Demonstrated experience establishing, developing, and sustaining internal and external organizational relationships and programs, including partnering with major R&D; organizations.

  • Demonstrated experience working with project management as well as customer organization management to address project issues, scope change trends, associated cost and schedule increases due to customer driven changes/additions/new or added requirements.

  • Experience planning, organizing, leading, and monitoring a wide variety of team efforts to their successful completion.

  • Excellent interpersonal, oral and written communication skills.

Desired Skills:

  • Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.

  • Experience teaming with facility and programmatic customers on project strategic planning efforts, then being an agent of positive change and improvement to implement sound project management principles for successful strategic actions.

  • Demonstrated record of success in project risk management.

Education:Bachelor’s degree in an engineering or project management discipline and a minimum five years of related management experience, or an equivalent combination of education and experience.

Additional Details:

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
