What You Will Do
The Project Integration Office is seeking an experienced, enthusiastic leader to serve as principle deputy for project managers. The successful candidate will provide the capabilities to the ALDCP and relevant Laboratory elements to successfully deliver excellence in safe execution of construction projects and assure performance against relevant prime contract elements. Specifically, the Manager of Projects 5 is expected to be the lead project manager, assist in all ALDCP planning and execution activities, and serve as line manager for all deployed Project Managers in support of Capital Projects including all phases of construction solutions for Laboratory’s Excellence in Capital Projects execution.
This position will report administratively to the CM/PM Director in the Project Integration Office.
Job duties include:
Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability. Integrated Safety Management (means worker health and safety, environment, security, and quality) is a primary responsibility for all Laboratory employees and managers.
Provides counsel, advice, and assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies and procedures to ensure compliance.
Provides guidance and interpretation of policies and programs concerning project management.
Formulates and recommends project management policies, plans, and programs for the orderly execution of projects. Leads the establishment and execution of management philosophy and procedures for the successful completion of all assigned projects to ensure consistency of approach and the sharing of information and experiences among projects.
Establishes and implements staffing plans for the project management function based on input from the Execution groups.
Assist the Execution groups, when requested, to monitor the progress of active projects and ensures that responsible actions are being taken by members of the project management team. Reviews and approves project execution plans, project continuous improvement plans and team-building programs, and other critical project plans and/or documents.
Directs the activities of assigned staff and provides for proper delegation of management authority, responsibility, and accountability.
Ensures that interdepartmental problems are resolved promptly and that an integrated approach is followed in the performance of the project.
Reviews and approves project man-hour estimates for use in estimates and forecasts.
Markets organization qualifications for the execution of projects, contract negotiations, and client relations.
Provides for training of members of the project management function. Develops consistent and continuous training.
Develops continuous improvement awareness for project management such that the function is viewed as the leader of the continuous improvement process within the project teams.
Directs the project management function with the overall management responsibility for project management activities in the execution of all projects, small medium, major and Line Item.
Establishes policies, programs, and procedures and for providing project management staffing and support for all business development efforts and projects undertaken by the organization.
Formulates and recommends overhead budgets for project operations. Monitors and exercises control over approved organizational budgets.
Responsible for all aspects of personnel management, including but not limited to: recruiting, managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and on-boarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.

Minimum Job Requirements:
Thorough advanced knowledge and expertise in the areas of construction, engineering, procurement and other project-related activities, including their interfaces and inter-dependencies.
Advanced broad knowledge of industry standards.
Thorough understanding of the scope of work and requirements covered by the prime contract.
Plan, organize, lead, and monitor a wide variety of team efforts to their successful completion.
Advanced experience in business development strategy.
Ability to establish and maintain strong and effective customer relations.
Proven leadership and management ability. Understands and is committed to the Laboratory's continuous improvement process and leadership principles. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and to facilitate employee self-development.
Ability to recognize people for their accomplishments organizations and that customers and Laboratory management are made aware of these accomplishments.
Advanced understanding of financial analysis and planning concepts.
Training/Certifications: Suitable professional certifications; such as, Project Management Professional, Construction Management Professional and/or Professional Engineer is desirable.
Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
