What You Will Do
The International Threat Reduction Group (NEN-3) conducts technology development of nuclear measurement, radiological, and nuclear materials detection systems and their custom instrumentation deployment; integration of material protection control and accounting systems into host nations’ safeguards and security operations; recovery, packaging and transportation of radiological sources; and international export control and strategic trade reviews and assessments. The Group supports a variety of programs in the Global Security portfolio that aim to reduce the threat of global nuclear proliferation, stop the illicit movement of radioactive and nuclear material, and protect national security.
The Deputy Group Leader (DGL) teams with the Group Leader to provide leadership and management of approximately 55 employees and students with an approximate annual budget of $88M. The DGL assists the Group Leader to coordinate the efforts of Team Leaders and Principal Investigators and provides technical direction to maintain and improve capabilities, develop programs and personnel, ensure work quality, and cost and technical effectiveness. The DGL will foster the building of synergistic teams and collaborations, and effectively identify and deal with personnel issues. The DGL is a role model for the Group’s learning safety culture and questioning attitude. The DGL is expected to contribute to providing effective management oversight of the Group's activities within a range of radiological activities. Some travel is expected to ensure appropriate oversight.
The DGL must work effectively with Laboratory line, program, and facility managers in strategic planning, program development, program execution, and capability development and maintenance. The DGL will lead the workforce in creating and sustaining an inclusive work environment. Enabling innovation and creativity through diverse thoughts and ideas. The DGL must work effectively across organizational boundaries to build collaborations and ensure NEN-3 missions are executed. The DGL will serve as part of the Nuclear Engineering and Nonproliferation (NEN) Division management team, providing strategic direction and priorities for the Division. The Deputy Group Leader is expected to secure and dedicate approximately 50% level of effort towards programmatic deliverables and milestones.
What You Need
Minimum Job Requirements:
Demonstrated professional-level experience in scientific and technical excellence in at least one of the following areas: nuclear instruments and methods; nonproliferation science and engineering; technology development for safeguards or radiological and nuclear material detection, response or recovery; deployment of domestic and international safeguards or SNM detection systems; and/or deployment of material control, physical and accounting systems.
Demonstrated success in managing and leading a large complex experiment, or technical organization, project, or program involving diverse disciplines and technologies related to one or more of NEN-3’s core competencies.
Demonstrated leadership skills including: personal integrity and accountability, effective oral and written communications, commitment to quality and excellence, institutional citizenship, and people development including mentoring, team building, and resolving conflicts among personnel. Demonstrated experience in building successful collaborations across multiple organizational boundaries.
Demonstrated success in working effectively with program and technical staff in defining and accomplishing program milestones (scope, cost, and schedule).
Safety and Security
Demonstrated ability to foster a learning safety culture and questioning attitude.
Awareness and experience in working within established safety and quality controls for moderate to high hazard activities associated with the handling of nuclear materials and laboratory type facilities.
Education/Experience: A baccalaureate in a relevant science or engineering field and 5 years of relevant experience, or an equivalent combination of education and experience. Advanced degree preferred.
Demonstrated success in effectively building and developing technical capabilities and human capital within a team or group.
Demonstrated management acumen in applying a graded approach when implementing controls and requirements to establish a level of rigor and formality for training, etc., dependent upon the activity.
Demonstrated success in program/project development, including proposal preparation and presentations to program managers, sponsors, and end users.
Demonstrated experience in working with U.S. Government stakeholders such as the NNSA, State Department, etc., and partnering with LANL program offices.
Knowledge of classification guidance in areas the Group works.
