Los Alamos National Laboratory NMCA Deactivation & Decommissioning (D&D) Program Manager (2/3) in Los Alamos, New Mexico
What You Will Do
As the Deactivation & Decommissioning (D&D) Program Manager within the Safeguards Nuclear Material Control and Accountability (SAFE-NMCA) Group, you will serve as a liaison and interface with project managers to develop, negotiate, and define the NMCA D&D program scope, in accordance with DOE Orders, LANL, and NMCA capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. You will provide leadership, vision, strategic and tactical planning, and overall direction for execution for NMCA activities requiring multidisciplinary integration across multiple organizations. Additionally you will apply broad knowledge and expertise to develop an execution/implementation plan that covers the programmatic work from conception to completion; directly manage the interface with program, project, and line management to ensure performance, monitor and track cost, and schedule.
This position will be filled at either the Program Manager 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
NMCA D&D Program Manager 2 $103,500 – $172,800
At this level you will represent NMCA to uphold nuclear material safeguards for high priority work that will improve our facility for critical National Security missions. In this role, you will ensure that requirements are maintained in highly fluid environments. As a successful NMCA D&D Program Manager, you will insert yourself in the conceptualization, planning, execution, and controlling of D&D activities to devise and implement the necessary NMCA elements. You and your team will develop plans and procedures for best practices to maintain requirements for the measurement and accounting of: legacy material, material held up in processing, and cumbersome waste items in the LANL NMCA accounting system. You will be an integral part of the TA-55 NMCA Team, but also interfacing with Project Managers, Waste Experts, Engineering, and Operations Personnel. To be successful in this role you will need to possess maneuverability, creative problem solving, strong questioning attitude, and unwavering adherence to requirements.
NMCA D&D Program Manager 3 $125,200 – $210,600
In addition to what was outlined at the lower level, at this level you will draw on your prior experience in a DOE/NNSA facility or similar high consequence of error environment. You will be adept in the implementation of requirements of NMCA (or safety basis, criticality controls, etc.). Ideally you will possess prior knowledge of NDA techniques specific to this work and maintain expert-level knowledge of Non Destructive Assay (NDA) of nuclear material, as in hold up in facility processing areas, specifically identifying best measurement techniques and practices for characterization and quantification. Using your existing working knowledge of NMCA requirements (DOE O 474.2) and Laboratory protocols you will be expected to effectively identify potential risks, develop risk mitigation strategies and corrective actions, and recommend risk avoidance for theft and diversion of nuclear material.

Program Management : Demonstrated ability to successfully manage a program and provide direction to a project management team. Working knowledge of and experience in program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; scope and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
Communication: Demonstrated ability to effectively present technical work, concepts, and plans to a variety of audiences. Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts. Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.
Collaboration: Successfully demonstrated experience in developing and nurturing effective internal and/or external customer relationships.

In addition to the requirements outlined above, qualification at the higher level requires:
Program Management: Advanced knowledge of and consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and managing change control and risk.
Technical Knowledge: Advanced knowledge of NDA techniques for characterization of nuclear material related to D&D, including: material in processing equipment, gloveboxes, and other cumbersome waste items.
Education/Experience at Program Manager 2 level: Position requires a Bachelor’s Degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.
Education/Experience at Program Manager 3 level: Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.
LANL Experience: Familiarity and knowledge of LANL (or similar/nuclear/high-hazard facility) line management/program management interactions, the associated roles & responsibilities, and knowledge of the technical activities, needs, and workflow of the Nuclear Material Control and Accountability or Safeguards community.
Vision: Experience in implementing strategic and creative approaches to meet requirements often under constraints. You will be able to share the strategy in a way that deputizes your team to work successfully and autonomously under routine circumstances.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
