What You Will Do
The Utility and Infrastructure (U&I) Operations Manager 4 reports to the U&I Facility Operations Director as part of the Division’s management team. The U&I Operations Manager 4 is the Operations Group Leader responsible for leadership, technical direction, authorization and oversight of U&I Division operational activities through subordinates and deployed support. The U&I Operations Manager 4 position is responsible for the following:
Provide oversight of the U&I Operations for operations of the utilities portfolio (electric transmission and distribution, gas, sanitary sewer, steam, water), road and pedestrian infrastructure, and open space.
Manage and coordinate the proper response to abnormal conditions for emergencies in the portfolio
Lead/Support the Plan of the Week & Plan of the Day meetings to authorize, or defer, maintenance and construction activities based on operational status
Coordinate the integration and resource allocation for maintenance and project work across the portfolio. Act a primary point of contact between U&I Division and Programmatic/Project Personnel
Provide oversight on maintenance and project activities to help ensure that projects are being executed safely, securely and compliantly
Other duties as assigned
What You Need
Minimum Job Requirements:
Demonstrated leadership and management oversight in Operations including technical direction, program execution and good business practices/judgement
Demonstration of effective team leadership, including mentoring, building consensus, customer support, and effectively resolving conflict
Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management
Demonstrated knowledge of utility and transportation infrastructure processes, equipment and operations
In-depth knowledge of conduct of operations programs and concepts of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs
Demonstrated excellent customer service and communication skills
Management experience to include demonstrated ability in establishing operational objectives and work plans, and delegating assignments to subordinate managers
In-depth knowledge of LANL conduct of operations conduct of maintenance, conduct of engineering, and quality assurance programs
Knowledge of government and environmental regulations affecting operations management in a DOE/NNSA site
Experience with regulations associated with North American Electric Reliability Corporation registration for Transmission Owner/Operator
Experience and understanding of DOE O 232.1 reporting to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings
Education Required : Position requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience.
