What You Will Do
The Facilities Operations Manager position is responsible for managing selected operational activities across LANL’s Science and Technology Complex. This individual reports to the STO FOD and is part of a triad of leaders managing day to day activities. The Facility Operations Manager manages all aspects of facility operations, including personnel, and provides the operational support and oversight necessary to safely, compliantly, and cost effectively execute routine and project activities.
The responsibilities of this Operations Manager include, but are not limited to, the following:
Provide oversight of the Science and Technology Complex Operations
Provide support and oversight over the execution of Facility Equipment surveillances and maintenance
Authorize, or defer, maintenance and construction activities based on facility status
Manage and coordinate the proper response to abnormal conditions and submit reports IAW institutional guidelines
Manage and coordinate the proper response to Facility Emergencies
Maintain assigned facility status
Lead/Support the Plan of the Week & Plan of the Day meetings
Maintain the Facility Categorization during steady state and changing programmatic operations
Assist with development of IWDs, RWPs and other technical documents to support programmatic and project work
Coordinate the integration of project work in the Science and Technology schedule
Assist with development and coordination of Plant/System Outages to support Project Work
Coordinate facility and programmatic resources to support Project Work
Coordinate/forecast the need for additional Project resources in time to be able to obtain those resources on or before the need date, and identification of excess resources in time to be able to reallocate them as soon as they can be released
Provide oversight on project activities to help ensure that projects are being executed safely, securely and compliantly
Act a primary point of contact between the STO FOD and Programmatic and Project Personnel
Other duties as assigned
What You Need
Minimum Job Requirements:
Demonstrated knowledge of Conduct of Operations and experience in implementing sound conduct of operations principals.
Knowledge of Conduct of Training, Maintenance and Engineering polices or orders.
Demonstrated experience planning, organizing, leading, and monitoring a wide variety of activities/team efforts to their successful completion.
Demonstrated ability to understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
Ability to manage complex projects with limited resources in an environment of conflicting priorities.
Demonstrated knowledge and understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through the DOP/IWD/work package reviews and approvals.
Demonstrated experience developing teams and individuals in a collaborative work environment
Demonstrated excellent customer service and communication skills
Education/Experience: Position requires a bachelor’s degree and 8 years relevant experience, or an equivalent combination of education and relevant work experience.
Experience with operations in Moderate/High Hazard or Nuclear Facilities
Demonstrated experience and understanding of the following aspects of operations management as applied to a Moderate Hazard Facility: systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, project management.
Demonstrated Project Management experience for Programmatic and R&D Work or related experience with construction project management.
Experience and understanding of DOE O 232.1 reporting to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings
Note to Applicants:
Position may require serving in an on-call capacity at times when the facilities are unmanned.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
