What You Will Do
Personnel Security is a discipline that works to mitigate the risk individual workers may pose utilizing a unique set of policies and procedures within Access Control, Access Authorizations, and the Drug & Alcohol Testing Program. Personnel Security assists in assessing the loyalty, reliability, and trustworthiness of individuals for initial and continued eligibility for access to classified information and those who occupy positions affording access to certain materials, nuclear explosive devices, facilities, and programs. Personnel Security is comprised of the Badge Office, Control of Classified Visits, Clearance Processing, Foreign Ownership, Control or Influence (FOCI) & Facility Registration (FCL), Human Reliability Program, Drug & Alcohol Testing Program, and Security Awareness.
As a Personnel Security Manager, reporting to the Group Leader, you will provide management and operational oversight for assigned teams within the Personnel Security group. You will be responsible for the leadership and supervision of staff and tactical execution of daily operations. Additionally, you will be responsible for recruiting, mentoring, and retaining qualified staff, promoting safety, security, and quality in all operations; exercising prudent fiscal and property management; promoting teamwork within the organization, and promoting a positive work environment. As a Personnel Security Manager you will participate in the achievement of organizational goals for programmatic, business, and operational excellence; and you will develop and implement policies, procedures, standards, and training in accordance with DOE Directives, NNSA Policies, and Code of Federal Regulations.
What You Need
Minimum Job Requirements:
Thorough knowledge and experience with security and safeguards functions that may include, but are not limited to, one or more security and safeguards specialties: security, programmatic planning, vulnerability analysis, inquiry and integration, assessments, personnel security, security area management, corrective action resolution and implementation, inspections, investigations/internal inquiries, self-assessments, and risk assessments.
In-depth experience developing and maintaining a cohesive team in a high volume customer service focused security/business environment. Proven effective and positive supervisory and/or technical lead experience in Security disciplines and/or related experience.
Extensive experience and demonstrated skill in conducting research, investigating alternative solutions and recommending solutions on problems affecting security and safeguards programs and administration. This should include identifying problem areas, investigating alternative solutions, looking at cost implications, and recommending potential solutions.
Skill in the preparation and presentation of oral and written reports to a diverse audience including managers within and outside the organization.
Audit and Implementation :
Thorough experience in conducting security audits, inspections, self-assessments, and developing appropriate corrective actions
Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 5 years of relevant experience; or, an equivalent combination of education and experience directly related to the occupation.
Excellent organizational skills for project planning, execution and management, and experience in budget preparation, execution and oversight and experience in personnel management of employees.
In-depth knowledge of the Laboratory mission, organizations, programs, scientific capabilities, policies and procedures. Thorough knowledge of federal, state and local security and safeguards standards and regulations.
Active Q clearance.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
