The Acquisition Services Management (ASM) Division is looking for an experienced, highly motivated individual to lead the delivery of services for the ASM-Plutonium Infrastructure (ASM-PI) group. The ASM Division provides procurement services to the laboratory. The ASM-PI group will be responsible for the procurement of materials, equipment, and services for the Associate Laboratory Directorate Plutonium Infrastructure (ALDPI) to support projects related to plutonium infrastructure enhancements, including related programmatic equipment installations and capability-based investment projects. The Group Leader’s span of control will be approximately 15 procurement specialists.

The selected candidate will be responsible to:

Leadership

  • Participate in the development of acquisition strategies for procurements that effectively support the Laboratory and Directorate goals for business and operations excellence and focuses on executing the enduring mission work in a safe, secure and compliant manner.

  • Work closely with ASM Division leadership to ensure ASM’s acquisition vision and strategy is effectively integrated in the delivery of services to customers.

  • Lead the respective ASM group in capability and staff development, succession planning, personnel management, and ensuring a safe and secure workplace.

Technical Competence

  • Oversee contract formulation and administration on a timely and compliant basis for cost plus, fixed price, fixed unit rate, time and material and incentive based contracts subject to federal procurement regulations.

  • Participate in department, divisional, directorate and laboratory initiatives as required to improve overall efficiency and effectiveness.

Institutional Acumen

  • Foster effective working relationships with Laboratory leaders, peers, and customers to ensure procurements adequately support the Laboratory’s mission.

  • Understand the Laboratory’s and customer’s mission in order to best serve the institution with procurement strategies to support Laboratory operations.

  • Ensure strict adherence to acquisition practices included in Laboratory’s approved procurement system.

What You Need

Minimum Job Requirements:

Demonstrated experience in leading a large team/organization in all aspects of organizational management, capability and staff development, succession planning, personnel management, performance management and ensuring a safe and secure workplace.

  • Demonstrated experience applying project management principles to set project scope, schedule, priorities, and deliverables.

  • Demonstrated leadership competencies to effectively manage several procurement teams that formulate and administer complex procurements.

  • Knowledge of DEAR/FAR procurement regulations as well as commercial contracting best practices.

  • Comprehensive knowledge of contract formulation and administration for cost plus, fixed price, fixed unit rate, time and material and incentive based contracts subject to federal procurement regulations.

  • Demonstrated experience leading change in an organization.

  • Demonstrated experience with collaboration across organizational boundaries and the ability to manage customer relationships in a positive manner.

  • Excellent interpersonal, communication, and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external constituents. Training/Certifications: The following certifications are preferred: Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C). Education/Experience: Position typically requires a bachelor’s degree and eight years of related experience, or an equivalent combination of education and experience directly related to the occupation. Desired Qualifications:

  • Demonstrated experience managing a procurement team at a Department of Energy Management and Operating Contractor facility.

  • Experience with SAP Ariba procurement software.

  • Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations.

  • Familiarity with business law, finance, accounting and related business subjects.

  • Trained in process improvement tools like Six Sigma.

  • Demonstrated experience managing a budget. Note to Applicants: Please provide a comprehensive cover letter addressing all required and desired skills and your qualifications toward them. This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position. Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
