This position will be filled at either the Procurement Specialist 1 or 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Acquisition Services Management (ASM) Division is looking for a highly motivated individual to help lead and support the delivery of services within ASM. The ASM Division provides procurement services to the laboratory.
Procurement Specialist 1 ($58,000 - $90,800)
The selected candidate will:
Perform subcontract awards and administration, and work all aspects of implementing compliant procurements in accordance with the Laboratory’s approved procurement system. The Procurement Specialist 1 will provide resolutions to an assortment of problems of moderately complex scope and will contribute to the fulfillment of projects and organizational objectives.
Procurement Specialist 2 ($71,000 - $112,700)
In addition to what was outlined above, the Procurement Specialist 2 will:
Serve as an expert in certain established procurement regulations, policies and procedures. The Procurement Specialist 2 will provide resolution to a diverse range of complex problems where analysis of data requires evaluation of identifiable factors. Also, the Procurement Specialist 2 will use advanced analytical skills to improve the processes through the identification of business process improvement opportunities and implementation of innovative solutions.

Possess a basic knowledge of contract types, terms and legal requirements.
Possess initiative and the ability to act independently on assigned work.
Demonstrated willingness to accept responsibility for all activities and work products associated with assigned work.
Demonstrated competency in the creation of clear and concise written documentation in order to capture all aspects of a situation.
Demonstrated administrative and organizational skills.
Possess good verbal and written communication skills.
Additional Job Requirements for Procurement Specialist 2:
In addition to the requirements outlined above, qualification at the higher level requires:
Demonstrated experience in commercial and/or government subcontracting.
Demonstrated experience in the formation, negotiation, award, and administration of purchase orders and/or subcontracts.
Demonstrated experience in developing and negotiating a variety of purchase order/subcontract types, fee arrangements, terms and conditions.
Demonstrated experience in administration of small and moderate size procurements.
Demonstrated ability to interface with individual customers representing one or more affected organizations providing acquisition strategies for impending procurements.
Ability to effectively communicate in both an oral and written manner with both internal and external customers of varying professional levels.
Training/Certifications: The following certifications are preferred: Defense Acquisition Workforce Improvement Act (DAWIA); Federal Acquisition Certification in Contracting (FAC-C); or NCMA Certified Professional Contracts Manager (CPCM).
Procurement Specialist 1 Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and no direct experience; or, an equivalent combination of education and experience.
Procurement Specialist 2 Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 2 years of experience; or, an equivalent combination of education and experience.
Demonstrated experience with SAP Ariba or other automated purchasing systems.
Basic knowledge of law, negotiations and accounting gained through education and experience.
Experience with FAR based purchasing requirements or government contractor purchasing system requirements.
Demonstrated ability to understand when modifications to purchase orders/subcontracts are appropriate.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
