Los Alamos National Laboratory Program Manager 3 in Los Alamos, New Mexico

What You Will Do

As a deputy Program Manager (PM) within the Weapon Modernization Production (WMP) Division you will manage the overall scope of work within the LANL-Production Agency (PA) for a NA-12 Office of Stockpile Management Program and report directly to a Project-Program Director within the Division. The selected individual will serve as the deputy PM for the selected program with responsibility for cross-site/cross-agency collaborations to ensure overall successful program execution.

As a Program Manager 3 (PM 3), you will serve as a LANL-PA deputy interface with one or more high-level external customers to develop, negotiate, and define program scope, in accordance with Laboratory, Associate Laboratory Directorate for Weapons Production (ALDWP), and WMP capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. The selected individual will provide leadership, vision, strategic and tactical planning, and overall direction for execution of the surveillance portfolio which consists of multiple, highly complex programs requiring multidisciplinary integration across multiple organizations. The PM 3 will apply broad knowledge and expertise to develop an execution/implementation plan that covers the programmatic work from conception to completion; directly manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones; maintain expert-level knowledge of the relevant technical discipline and understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of the weapon modernization portfolio. The selected PM 3 candidate will also be expected to effectively manage portfolio risks: identify potential portfolio risks, develop risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the various scope associated with component surveillance activities within the Production Agency.

What You Need

Minimum Job Requirements:

Program Management : Advanced knowledge of and consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated ability to successfully manage a program and provide direction to a project management team.

Portfolio Management: Advanced knowledge of the technical or operational discipline of the assigned portfolio(s).

Communication: Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.

Collaboration: Successfully demonstrated experience in developing and nurturing effective internal and/or external customer relationships.

Education Required: Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related technical and project management experience, or an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree is preferred.

Desired Qualifications:

Stockpile Management : Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs.

Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.

Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools..

Product Life Cycle: Demonstrated experience managing a component or set of components through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).

Project Management: Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program.

LANL: Advanced knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).

Education: Advanced engineering or science degree.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
