Los Alamos National Laboratory Program Manager 4 (non-technical) in Los Alamos, New Mexico

What You Will Do

Join theIntegrated Strategic Planning Office (ISP), which is responsible for integrating strategic planning across the weapons production directorate to define and communicate the path for LANL to meet all weapons production program goals. ISP is expanding the planning of plutonium missions from a focus on TA-55 PF-4 to incorporate the functions and facilities across LANL that are directly required or leveraged to support the Lab’s growing plutonium missions and other weapons production missions.

As a Program Manager, youwill develop and strengthen relationships with senior line and program management throughout LANL to communicate weapons production mission requirements with a focus on developing integrated solutions for staffing. You will provide guidance concerning deadlines and funding constraints associated with staffing to meet a broad range of mission requirements.

This position will oversee the development of a database and data visualization tools to collect and analyze staffing data for all aspects of the plutonium mission. You will communicate the results of these analyses and visualizations to management to inform planning for NEPA, capital projects, site plans, and out-year budgets.You will partner with HR and staffing managers to develop and communicate the recruiting, training, and retention strategies specific to LANL staff, craft and subcontractors for all plutonium missions and enabling functions at LANL.

You will coordinate with program and line managers to communicate staffing requirements and the basis of estimates to external stakeholders, including senior management at NNSA.

This position will influence the staffing and associated infrastructure that LANL will need for enduring weapons production missions.

What You Need

Minimum Job Requirements:

Program Management: Demonstrated experience developing programs and independently defining program activities, goals, and objectives; determining the approach to achieve deliverables; and developing and tracking metrics to evaluate program effectiveness. Demonstrated ability to drive the direction of the program, while complying with regulatory and Laboratory requirements.Demonstrated experience informing out-year budget requests to meet program deliverables.

Leadership/Influence: Expert-level experience managing change and demonstrated ability to influence senior management and stakeholders. Demonstrated skill at facilitating communication between program and line management to clarify program requirements, which will be used to develop staffing and other resource requirements. Demonstrated ability to manage multiple tasks with competing deadlines.

Collaboration: Demonstrated experience teaming and building strong working relationships with employees at all levels. Experience effectively partnering with line and support organizations to identify opportunities to recruit, train, and retain staff for mission-essential needs.

Documentation/Communication: Demonstrated expertise collecting and analyzing data and preparing clear and concise reports for briefings and reviews with Laboratory senior management and external stakeholders.Consultative experience in developing and nurturing effective high-level external and internal customer relationships.

Education/Experience: Bachelor’s degree and 12 years of related experience, or an equivalent combination of education and relevant experience.

Desired Qualifications:

Clearance : Active DOE Q Clearance

Staffing Experience: Experience as a manager or senior advisor in the planning and execution of developing the plans and then delivering the workforce to programs with substantial and diverse staffing requirements.

30 Pits per Year Initiative/DOE/NNSA: Familiarity with the expanded pit production mission strategy, risks, milestones, and deliverables. Experience working closely with DOE/NNSA.

Education/Experience: Advanced degree and documented experience within or related to the program assignment. PMP certification.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served at least one year of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
